After more than 31 months of war, Sudan faces the world’s largest humanitarian and displacement crisis. Over 30 million people need assistance, and 12 million have been forcibly displaced, including 4.3 million across borders - mainly to Egypt, Chad, and South Sudan. Inside Sudan, bureaucratic hurdles, financial collapse, market disruptions, and insecurity hinder aid efforts. Through its Regional Response Plan 2026 - Sudan, NRC aims to assist over 296,280 conflict-affected people, prioritizing those with the most severe needs.

| Contexte | Throughout 2025, Sudan has faced intensifying armed confrontation, deepening political fragmentation, economic collapse, and a worsening humanitarian and health crisis. In the first quarter of the year, the Sudanese Armed Forces (SAF) gradually regained control over Khartoum state and other areas, while the Rapid Support Forces (RSF) expanded its hold in West Kordofan and, in late October, captured Al Fasher after an 18-month siege marked by starvation and devastation. The continuous escalation of conflict and related needs has driven large-scale displacement both within Sudan and into neighboring countries. Chad, Egypt, and South Sudan have experienced a significant influx of refugees, straining response capacities already weakened by US aid cuts and ripple effects among other donors. With no political solution in sight, the conflict is expected to persist well beyond 2025, while economic collapse, famine, and the breakdown of essential public services will continue to fuel displacement and escalate needs for food, shelter, healthcare, and other critical services. |

Principaux résultats attendus: Objective 1: Households supported to meet their basic needs, access shelter, NFIs and WASH services, and provided with cash-for-rent, etc. Objective 2: Communities supported to implement self-protection strategies, to secure rights related to housing, land, property, legal identity, employment and legal stay; People receive case management support and legal assistance; Stakeholders benefit from capacity-building and evidence-based research, and settlement camp management is effectively supported to ensure safety and rights for all. Objective 3: Local partners and community-led initiatives supported to effectively respond to the crisis through enhanced skills and knowledge. Objective 4: Communities disaster preparedness capacities strengthened, and livelihoods supported through business start-up, improved access to financial services, enhanced food production, and access to WASH services; Education recovery supported and community structures strengthened to sustain resilience and development. Principaux résultats antérieurs: SDC’s support to NRC’s response to the Sudan crisis began on 01.12.2023 (7F-11141.01.01). NRC expanded its efforts under the NRC Regional Response Plan 2024–2025, with continued funding from SDC (7F-11360.01). These efforts delivered critical emergency services, including WASH, food security, shelter, protection, education, and livelihood assistance. Looking ahead to 2026, NRC will phase out livelihoods and food security as core competencies, while continuing to support displaced populations by addressing structural barriers that prevent them from rebuilding their lives. |

| Coordination avec d'autres projets et acteurs | NRC’s Regional Response Plan 2026 - Sudan aligns with NRC’s country-specific strategies, including the Sudan Country Strategy 2025/2026, and NRC’s Global Strategy. Meanwhile, NRC is actively involved in interagency humanitarian program cycles and coordinates through sector/ cluster systems and various technical and operational forums in Sudan and neighboring countries. In Sudan, NRC participates in Sudan’s interagency humanitarian programme cycles, contributing to the annual development of the Humanitarian Needs Overview and the Humanitarian Response Plan. It coordinates efforts through the cluster system, the Refugee Consultation Forum, and the INGO Forum. |
