Strengthening spaces for the protection and participation of children affected by conflict and armed violence in Tumaco

Project completed

After the sign of the peace agreement with the FARC, new dynamics of violence have raised in the territories. The expansion and reconfiguration of the non-state armed groups, post-demobilization armed groups, dissidents and other armed groups have increased the humanitarian impact, particularly in rural areas. The deterioration of humanitarian indicators since 2016 evidences the need to continue with the humanitarian response and the protection initiatives, particularly for vulnerable populations such as boys, girls, adolescents and youth as well as afro and indigenous communities.

Background Tumaco (municipality of Nariño) is the second largest city on the Pacific coast, a territory historically disputed among illegal armed groups (who are competing for land, smuggling routes, or illegal economies). The armed violence still affects rural and urban areas of the municipality, where most of the population is Afro-Colombian or Indigenous, and minors are specially affected by threats such as forced recruitment or use by illegal armed actors, sexual violence, sexual exploitation, and limited access to education and health services and protection mechanisms.
Objectives Promote the exercise of children's rights in areas affected by the armed conflict in Tumaco, through the creation of safe spaces, the strengthening of their participation capacities and the delivery of humanitarian assistance.
Target groups

Directly

  • 205 children and youth of 2 urban communities and 1 rural community of Tumaco.
  • 56 parents, caretakers, teachers and community leaders.

Indirectly

  • 615 people of families living in surrounding communities.
Medium-term outcomes

A scaling up of the strategy of safe spaces (developed in the first phase) will be conducted, in rural communities with severe protection risks for children and youth. The main outcomes of the second phase are:

  1. Selected communities have strengthened their capacities and implemented strategies to protect children and youth against armed violence risks
  2. Selected communities develop advocacy initiatives to guarantee an effective protection and children rights.
  3. Minors affected by armed violence and other emergencies have covered their humanitarian and protection needs
Results

Results from previous phases:

  • 282 people (141 minors and 141 adults) are better protected due to the risk management plans developed and implemented by the project
  • 55 minors (25 boys and 30 girls) improved their self-protection skills by 57%
  • 89 teenagers (47 girls and 42 boys) improved their self-protection skills by 36%
