On 31st March 2021, the Federal Council launched a consultation on the partial amendment of the Federal Act of 22 June 2007 on the Privileges, Immunities and Facilities and the Financial Subsidies granted by Switzerland as a Host State (Host State Act, HSA). The amendment is needed in order to address the changes that the ICRC has undergone over time in the composition and management of its staff.
The bill submitted for consultation establishes an occupational pension regime adapted to the situation and needs of the ICRC. It allows ICRC employees who are not insured under the Federal Old Age and Survivors' Insurance (OASI) to be subject to occupational pension legislation. These special arrangements are warranted given the ICRC's importance and historic ties to Switzerland. The ICRC is Switzerland's main partner in the field of humanitarian aid and plays a key role in the protection of victims of armed conflicts and implementation of the Geneva Conventions.
The bill is consistent with the Swiss host state policy pursued by the Federal Council. Switzerland has a long tradition of hosting international organisations and conferences. The host state policy enhances Switzerland's appeal and competitiveness, enabling international actors to set themselves up in the country and operate under optimal conditions. The Host State Act is one of the instruments of this policy.
The consultation period will run until 7 July 2021.
