The program supports the Security Ministry and the National Police of Honduras in professionalizing institutional processes with a focus on human rights and gender as well as on community policing. In the Gulf of Fonseca and La Mosquitia, the program consolidates local coordination mechanisms for violence prevention involving justice and security sector actors, local governments and civil society. During the exit phase, the aim is to institutionalize the achieved results.

Contexto High levels of violence and insecurity remain major challenges in Honduras (homicide rate 41.88/ 100'000 in 2021). Women are particularly affected. In 2021, Honduras registered the highest femicide rate in Latin America (4.7/ 100'000 women). The states response to this feminicide problem has been limited. Weak coordination between the different state and non-state actors involved in local security governance hinders the efficient implementation of activities regarding violence prevention and crime prosecution. The Security Ministry and the National Police of Honduras continued with the most recent police reform (since 2012). Important measures were taken to strengthen institutional management, capacities and performance in compliance with international standards. However, these measures have not yet led to a transformation in the functioning of the PNH. Trust in the PNH remains low and occasional excesses in the use of force continue. At the same time, the new government is prioritizing the implementation of the community policing model as well as the demilitarization of the security sector, which opens up opportunities for more profound changes.

Efectos a medio plazo

Outcome 1:    SEDS-PNH is a professional institution close to the community and a reference of confidence and respect for human rights and gender.

Outcome 2: Decision-makers perceive the prevention committees and local councils as key mechanisms for coordination and implementation regarding the local security management in Region 13 and Region 10.

Outcome 3: Actors of the security and justice sector articulate more effectively with women's networks to improve access to justice for women victims of domestic violence in Region 13.

Resultados

Resultados previstos:  

1)    SEDS/ PNH institutionalizes a form of governance that is based on human rights and gender.

2)    The PNH responds to the expectations of the community based on the community policing model.

3)    The Police Education System is strengthened by including the tropics of the program into the imparted knowledge as well as the profiles of the police.

4)    Annual Operational Plans (POA) constructed and validated in the Local Council and Prevention Committees of Choluteca, NASMAR and Puerto Lempira.

5)    Community Policing Model activities based on the confidence measure are linked to the Annual Operational Plans.

6)    Mechanism for the followup on the Assistance Route for female victims of domestic violence functioning in Region 13.

7)    Assistance Route for female victims of domestic violence standardized in Region 13.

The program aims at fostering systemic change in the security and justice sector according to the Swiss interest to reduce the root causes of fragility. It is singular in its approach in Honduras, as it is focused on the promotion of governance processes rather than specific infrastructural and capacity building measures.  


Resultados de las fases anteriores:  

1)    Review and adaptation of the community policing model (MNSPC) to the Honduran context and development of a confidence measure together with the PNH, pilot testing in the field and training of the PNH in the use of the corresponding software.

2)    PNH conducted a gender self-assessment with the support of DCAF in which 10'555 police officers participated (total police force approx. 18'000).

3)    Review of the PNH’s Use of Force model according to international standards after 23 years.

4)    Implementation of a pilot of a MentoringTutoring system with a psychosocial approach with the support of the program EmPoderaT.

5)    Constitution of the Local Council for Coexistence and Citizen Security in Choluteca and the NASMAR Prevention Committee and preparation of the Local Plan for Coexistence and Citizen Security of Choluteca and the Strategy for the Prevention of Violence of the NASMAR.

6)    Design and implementation of a Assistance Route for female victims of domestic violence in Choluteca together with women's networks, municipal authorities and actors of the security and justice sector. 7) Youth Network of Puerto Lempira participated in training process in the promotion of coexistence and mediation of community conflicts.
