The WOLA Central America Monitor systematically assesses the progress (and regress) made to strengthen the rule of law, to reduce violence, and to combat corruption in the countries of the northern triangle (Guatemala, Honduras and El Salvador). For this purpose it uses a set of quantitative and qualitative indicators which are publicly accessible. Data-based progress monitoring will provide the international community with a valuable basis for donor coordination and for the policy dialogue with the governments of Guatemala, Honduras and El Salvador.

Contexte After the launch of the Alliance for Prosperity by the governments of the Northern Triangle in 2014, the Washington Office on Latin America (WOLA) has developed the Central America Monitor in 2016 as a tool to evaluate progress on the ground to strengthen the rule of law and improve citizen security, through the use of quantitative and qualitative indicators.
Objectifs The program provides the basis for a more coherent, evidence based and effective response to corruption, violence and human right violations in Central America.  
Groupes cibles
  • Governments of Guatemala, Honduras and El Salvador, judicial and legislative institutions, judicial and security institutions, police and penitentiary system
  • Governments of third countries engaged in bilateral cooperation with the northern triangle (including the US administration) and international donor organizations
  • Multilateral organizations (United Nations Development Program, Office of the United Nations High Commissioner for Human Rights, Organisation of American States)
  • Local and international civil society organizations
  • National and international journalists reporting on northern triangle

  2. Policies and assistance to the respect of human rights are well targeted
  3. Central American Civil Society improves its human rights advocacy and watch dog role
Résultats

Principaux résultats attendus:  

The Central America Monitor delivers a yearly progress/regress reporting on a detailed set of 148 indicators on the following areas for each country of the Northern Triangle:

  • Strengthening the capacity and independence of justice systems,
  • Combating corruption,
  • Improving transparency,
  • Cooperating with anti-impunity commissions,
  • Strengthening civilian police forces,
  • Tackling violence and organized crime,
  • Consulting communities and civil society,
  • Limiting the role of military in public security,
  • Protecting human rights,
  • Supporting an autonomous entity to oversee the Alliance for Prosperity plan.


Principaux résultats antérieurs:   The Human Security Division (HSD) has contributed to the Central America Monitor in 2016. This has allowed the development of a set of 148 indicators, the creation of educational materials and of an interactive website (www.wola.org/CAM).
