URscape Urban Planning Tool

Progetto concluso

The URscape Urban Planning Tool is a practical planning software for secondary cities, developed by the Future Cities Lab at the Singapore-ETH Centre. The project entails resources to develop further the software and, together with ADB, support cities in using it to improve the quality of their urban planning, consultation and decision-making.

Contesto

Indonesia is undergoing a historic transformation from a rural to an urban economy with the second highest increase of urban areas worldwide. However, it is comparatively benefitting less on GDP increase and poverty reduction through urban growth, partly due to low urban planning and management capacities at municipal level. Strategic and investment decisions are rarely taken basing on reliable data and feasibility analysis. This results in unrealistic guidance for nvestment priorities. At the pace the country is currently urbanising, a failure to effectively plan and manage this process will lead to increasing economic and social challenges.

Obiettivi

Strengthen Indonesian cities in adopting evidence based planning processes and taking informed decisions towards a more sustainable and resilient urban development.

Effetti a medio termine

Four cities in Indonesia have successfully used URscape to analyze their current urban development and used its results to take concrete planning and investment decisions.

The URscape Urban Planning software has been released in its beta version and is freely available to any municipality under open source licensing.

The process to form a community of practice, which will support the further development of the software in the long-term has been successfully initiated.

International Finance Institutions have explored ways to use the software in collaboration with partner cities to develop their investment portfolio.

Risultati

Risultati principali attesi:  

Four cities in Indonesia have defined their main development ‘stress points’, related data is collected and detailed and comparative analysis conducted through URspace.

The software has improved its data import options and further simplified the user interface, for which a comprehensive user guide, data protocols and technical documentation is available.

Dialogue with the Indonesian Association of Urban and Regional Planners as well as the software communities in the supported cities on roles and responsibilities within a community of practice has been facilitated.

International Finance Institutions were involved in discussions on how to use results from URscape analysis in their investments portfolio development.
