Dans l’ancienne Yougoslavie, il n’existait pas de notaires. Les fonctions notariales étaient exercées par les tribunaux de district, et c’est encore le cas aujourd’hui. Or ces tribunaux souffrent d’une surcharge chronique et ne peuvent pas s’acquitter de leurs fonctions de manière satisfaisante. Ce projet soutient le gouvernement du Kosovo dans la mise en place d’un système notarial, contribuant ainsi au développement de l’état de droit dans le pays.
