Reinforcing Public Service Delivery in Libya (Medical Rehabilitation)

After the Kaddafi era, establishing public confidence in public service delivery is a key challenge in Libya. The project leverages Switzerland’s medical reputation to improve the quality of rehabilitation services in two pilot hospitals in and around Tripoli. Effective long-term treatment for pain, psychological distress and disability will benefit injured warriors as well as civilians (women and children in particular) affected by war or accidents. It is implemented in collaboration with the Ministry of Health with a view to a subsequent Libyan-led scaling-up.

The project focuses on reforms of labour legislation, on employment constraints and potentials and on migrant workers’ rights and their protection in the Maghreb. It provides technical expertise for the reinforcement of state capacities and the strengthening of labour governance. The national legislation and labour codes will be reformed and adapted to international standards. The organization of migrant workers into trade unions will contribute to reducing their exploitation and strengthening their representation.

Switzerland brings to North Africa its internationally recognised expertise in security sector reform

The uprisings in North Africa at the beginning of 2011 were directed to a considerable extent against the security forces on which the dictatorial regimes of Egypt, Libya and Tunisia have relied for decades. There is an urgent need for reorientation of the armed forces of the state – army, police and security services – to ensure a successful democratic transition. Thanks to the Geneva Centre for the Democratic Control of the Armed Forces (DCAF) Switzerland is able to offer internationally recognised expertise in this area. Partner countries receive on request rapid, tailor-made support in carrying out security sector reform. Despite a number of similarities the challenges in Tunisia, Morocco, Libya and Egypt are quite different.
