Access to Health Services: Three Millennium Development Goals Fund

Progetto concluso

The contribution builds on 3MDG’s recognized achievements in supporting poor and vulnerable women, children and people with HIV, Tuberculosis and Malaria in Myanmar. The peace process opens avenues for 3MDG to working in conflict affected areas and reaching populations beyond the reach of the government. 3MDG is restructuring its pooled funding mechanism, in order to supporting Myanmar's health actors towards achieving universal health coverage.

Contesto The National League for Democracy (NLD) government has made many efforts to improve the health status of its population since they took power in 2016. The Ministry of Health and Sports initiated a reform process and formulated the National Health Plan (2017-2021). Although the government expenditure for health has been gradually increasing since 2011, it still remains very low compared with other ASEAN countries. The health system is facing many challenges: The out of pocket expenditure is still 70% of total health spending; the health status of population doesn’t compare favourably with other countries in the region; and Myanmar’s population is confronted with a huge burden of disease.
Obiettivi Improved maternal, newborn and child health and a reduction in communicable disease burden in areas supported by the 3MDG Fund.
Gruppi target

The project will serve:

  • Mother, new-born and under five children
  • People living with HIV,TB and Malaria
  • Township Health Medical Offices and Basic Health Staff through health system strengthening programs

The focus is on communities in conflict and hard-to reach areas.

Increased access to and availability of

  • essential maternal and child health services for the poorest and most vulnerable in areas supported by the 3MDG Fund and
  • HIV, TB, and malaria interventions for populations and areas not readily covered by the Global Fund
Risultati

Risultati principali attesi:  

  • Sustaining the gains achieved by the 3MDG fund during the transition from 3MDG to the Successor Fund     
  • Moving away from vertical interventions towards a primary health care approach in line with NHP
  • Capitalizing on 3MDG experiences to help reinforce the system that supports Myanmar’s long-term health response
  • The 2018 extension of the 3MDG is guided by strong cross cutting principles such as equity, conflict sensitivity, gender and human rights
  • Focus on conflict and hard-to reach areas
  • Delivery of essential services with a focus on maternal and child health and prioritised HIV, TB and malaria interventions
  • Enhanced health services accountability and responsiveness
  • Cost-effectiveness of fund management


Risultati fasi precedenti:  

Since the start of the 3MDG fund (2012-2016) it contributed decisive to the following results:

  • 4.5 million people covered by maternal, newborn and child health services in 34 townships,
  • including people in remote and conflict-affected areas
  • 150,000 pregnant women accessed skilled care for childbirth
  • 45,000 emergency referrals used by pregnant women
  • 220,000 children received vaccination against five common childhood diseases
  • 2 million malaria tests taken and read
  • 39,000 cases of tuberculosis detected and notified
  • 86,000 referrals for TB testing by community health workers and volunteers
  • 22 midwifery schools and one lady health visitor school upgraded for more hands-on learning
  • 77,500 children received micro-nutrient powders to improve nutritional status
  • 3,609 health facilities across Ayeryawady, Bago, and Magway are submitting monthly consumption
