The Project supports the regional water company of the Piura region EPS Grau in ensuring the provision of reliable and affordable and water supply and sanitation services, taking into account environmental and climate change considerations.

Contexte

EPS Grau is one of the largest water utilities in Peru and provides water and sanitation services to around 750’000 residents in the entire region (77% water supply, 62% sanitation coverage). EPS Grau and their customers are highly dependent on the efficient use and protection of the scarce and vulnerable water resources. The further development of the economically important coastal region (fishery, gas and oil production) is hampered by the inadequate and unreliable water supply as well as by pollution due to insufficient wastewater treatment.

Objectifs

The overall objective of the integrated project is to ensure the sustainable growth of the economically important coastal area of Piura through a reliable and affordable water supply system, to enable EPS Grau attaining financial sustainability in their operations and to promote a sound management of the regional water resources.

Effets à moyen terme

The investment component contributes to a safe, reliable and climate change resilient water supply of the coastal region and to the improvement of the water quality in the bay area.

The institutional strengthening component aims to render the operations of EPS Grau more efficient, effective and financially and economically viable while ensuring affordability and access to water and sanitation services to poor groups of the population.

The water resources management component fosters an integrated approach to water resources management in the region with the specific objective to ensure the quality and quantity of the Chira river being the sole source of the drinking water of the coastal region.

Résultats

Principaux résultats attendus:  

Investment component: Rehabilitation of the key water supply and wastewater infrastructure of the coastal area including the drinking water treatment plant El Arenal, the transmission main to Talara, and the wastewater pumping stations in Paita.

Institutional strengthening component: Comprehensive technical assistance, coaching and capacity building contributing to the long-term improvement of the service provision including reduction of non-revenue water, improvement of access to finance, project development, financial planning, customer relations, human resources management and development.

Water resource management component: Set-up of water quality monitoring system, operational support to improve the operation of the wastewater lagoons, financial and conceptual support for the set-up of a regional water and sanitation fund and prioritized measures promoting sound water resources management practices.

Communication support and public awareness campaigns.
