The purpose of this database, which is the first of its kind in Serbia, is to facilitate future public policy and law-making related to local governments based on facts and evidence, and ensuring efficient use of resources at the local level. The database will enable local governments to transparently compare public information relevant to citizens and the business sector.

Furthermore, it contributes to better budget preparation, policy analysis and impact assessments based on social and economic indicators available in the database. At the moment, users can access sets of data/indicators for the period 2011-2017 in the following areas:

  • Core data on local governments (data on the territory and the population, major indicators of demographic trends, etc.);

  • Financial indicators (data on revenues and expenditure and their structure, and data on the financial performance and indebtedness of local governments);

  • Social welfare (data on social welfare rights and services funded from the Serbian national budget).

Further development of the database will allow for the inclusion of other areas important for decision-making at the local level (e.g. economic activity, agriculture, etc.).

The database with indicators for local governments is supported through a Swiss contribution to the Ministry of Public Administration and Local Self-Government. It has been created in collaboration with the Public Policy Secretariat and the Standing Conference of Towns and Municipalities.

Since 2015, the Swiss Government has been supporting the Ministry of Public Administration and Local Self-Government in reforming the local government system with a contribution of EUR 1.1 million.
