SDC partner reflects on progress towards social accountability

On 20 and 21 September, Policy Forum held its first reflection workshop in Morogoro that brought together key stakeholders from the Northern Zone. The discussions focused on approaches and sustainability of social accountability in Tanzania.

Following an  eight-year long engagement using the Social Accountability Monitoring (SAM) tool, Policy Forum under its new strategic plan 2017-2020 decided to reflect on what works and what doesn’t when it comes to the implementation of social accountability activities in Tanzania. The objective of the exercise was to garner experiences and lessons from the approaches Policy Forum and its members have so far used in their work.

The SAM tool was lauded as having contributed to the increased transparency in affairs of the local government authorities. However, participants also shared some challenges faced during implementation including: i) limited ownership and commitment from the Government, ii) limited access to information on relevant issues, iii) lack of funding for continuation of initiatives and iv) weak and non-accountable Civil Society Organisations (CSOs).

Policy Forum is a member-led national level advocacy organisation with more than 75 CSO members. It is one of three SDC social accountability partners under the Social Accountability Programme (SAP) in Tanzania. SAP is supporting the three national level CSOs to contribute towards improvement of service delivery through empowering CSOs and citizens to demand for accountability and transparent public resource management. SDC supports the use of SAM methodology that monitors the five stages of the public resource management cycle i.e. Planning and Resource Allocation, Expenditure Management, Performance Management, Public Integrity, and Oversight.
