Vietnam?s development record over the past three decades through reforms and trade opening is remarkable. Despite trade liberalization in recent years, many Vietnamese exporters ? in particular SMEs ? still face substantial challenges.

Contesto

SMEs need to meet and prove conformity with market entry requirements, face challenges at different levels: At the macro level (policy), Vietnam seems to have a clear vision on their overall foreign trade strategy. However, there is less clarity about which resources, instruments and incentives could be used to achieve the stated objectives. At the meso level (institutions), the business support eco-system is gradually forming but remains fragmented and at a nascent stage. Finally, at micro level (private sector), SMEs in Vietnam are facing key constraints in market access including compliance with international market standards.

Obiettivi

The overall project objective is to improve trade performance and international competitiveness of SMEs through enhanced favorable framework condition for trade, public-private partnership mechanisms, and a strengthened eco-system for dynamic trade promotion. Ultimately, it will contribute to sustainable and inclusive economic growth and poverty reduction in the country.

Effetti a medio termine

Exports are facilitated because the framework conditions are favorable, meaning they are documented in a National Strategy, based on evidence, coordinated among the relevant ministries and consulted with relevant private sector stakeholders.

The effect of the enhanced favorable framework conditions is more sustainable, because the private sector is thematically and financially engaged and collaborates with the Government through Public-Private Partnerships for Export Development.

Dynamic Business Support Organizations (BSOs) are enabled to deliver services to SMEs for exports and participation in global value chains.

Risultati principali attesi:  

The National Export Strategy is formulated together with its actions plans and a vision towards 2050 through a series of consultations involving key public and private sector stakeholders.

Setting up different Private Public Dialogue Task Forces related to trade facilitation, including quality and standard compliance (SPS, TBT), last-mile trade promotion, regulatory reforms and link them to existing platforms like the Vietnam Business Forum and the Vietnam Reform and Development Forum.

Dynamic BSOs are strengthened through a competitive small grant project process.

Main Results achieved by the trade support strengthening project 2013-17:

The project established three regional hubs with Trade Promotion Organisations (TPOs) and Associations in Hanoi and 39 provinces.

Three Regional Export Development Plans were prepared to identfy 8 target sectors: Fresh Fruits, Lychee, Tea, Pepper, Tuna, Pangasius, Handicraft, and Tourism.

Since 2015, a total of 41 export-willing or export-ready SMEs in 6 of the 8 target sectors completed an Export Development Plan.

MOIT established the Inter-ministerial Working Group on Export and Import (IWGEI) in October 2015.

Fife Training packages to address SME export skill development have been developed and disseminated
