Nordafrika (Ägypten, Tunesien, Marokko, Libyen und Algerien)

Die politischen Umwälzungen 2011 haben in Nordafrika einen langwierigen und ungewissen Übergangsprozess in Gang gesetzt. Das Engagement der Schweiz konzentriert sich darauf, die Länder in ihrer politischen, wirtschaftlichen und sozialen Transition zu unterstützen. Die Projekte sind auf Demokratie und Menschenrechte, nachhaltige und inklusive wirtschaftliche Entwicklung und Erwerbstätigkeit sowie Migrations- und Schutzfragen ausgerichtet.

Die Region Nordafrika umfasst mehrere Länder mit sehr unterschiedlichem Profil, die wegen ihrer weltpolitischen Bedeutung und wegen ihrer Nähe zu Europa wichtige Partner der Schweiz sind. Alle Länder kämpfen mit denselben Herausforderungen: hohe Arbeitslosigkeit, vor allem bei Jugendlichen und bei Frauen, Korruption, regionale Disparitäten sowie politische, wirtschaftliche und soziale Exklusion. Dazu kommen eine fragile Sicherheitslage, eine stagnierende Wirtschaft und grosse Herausforderungen im Migrationsbereich.

Demokratische Transition und Menschenrechte

Die Schweiz trägt dazu bei, die Rechtsstaatlichkeit, die Menschenrechte, den politischen Dialog und die Zivilgesellschaft zu stärken. In Tunesien unterstützte die Schweiz die Wahlen seit 2011 und stellte Expertinnen und Experten zum Verfassungsrecht zur Verfügung. Die Schweiz hilft auch Tunesien und Ägypten ihre Vergangenheit zu überwinden, und unterstützt öffentliche Stellen bei ihren Bemühungen um mehr Transparenz.

Ziele sind eine verstärkte internationale Wettbewerbsfähigkeit und bessere wirtschaftliche Rahmenbedingungen. Die Schweiz teilt ihre Erfahrung in der Berufsbildung und unterstützt Jungunternehmerinnen und Jungunternehmer und schafft Arbeitsplätze. Ein weiterer Schwerpunkt ist der nachhaltige Umgang mit natürlichen Ressourcen.

Migration und Schutz

Nordafrika ist traditionellerweise geprägt von zahlreichen Migrationsbewegungen: innerhalb der Länder, der Region und als Ausgangspunkt nach Europa für Menschen, die aus ökonomischen- und Konfliktgründen ihre Heimatländer verlassen. Viele werden dabei Opfer von Gewalt, Rassismus und Ausbeutung, besonders Frauen und Kinder sind stark gefährdet. Die Schweiz arbeitet mit lokalen Behörden, der Diaspora sowie internationalen und bilateralen Organisationen, sie schützt und unterstützt gefährdete Migranten, Flüchtlinge und Opfer von Menschenhandel und setzt sich für deren Rechte ein.

Migration

Geschichte der Zusammenarbeit

Seit 2011 wird das Schweizer Engagement in Nordafrika departementsübergreifend von der Direktion für Entwicklung und Zusammenarbeit (DEZA), der politischen Direktion des EDA, der Abteilung für menschliche Sicherheit (AMS), vom Staatssekretariat für Wirtschaft (SECO) und vom Staatssekretariat für Migration (SEM) umgesetzt. Die Schweiz konzentriert ihr Engagement auf drei thematische Schwerpunkte: demokratische Transition und Menschenrechte, nachhaltige und inklusive wirtschaftliche Entwicklung und Erwerbstätigkeit sowie Migration und Schutz. In Ägypten und in Tunesien ist die Schweiz in allen drei Bereichen tätig. In Marokko ist sie mit einem kleineren Programm präsent und in Libyen und Algerien leistet sie humanitäre Hilfe. Zudem setzt sie sich in Libyen für die Friedensförderung ein.

Hayenna: Integrated Urban Development Project in Egypt

The project shall enhance the organizational capacity of local government units to better manage their land and linked local revenues. Furthermore, the project activities shall also support ongoing efforts aimed at improving the related legal and institutional frameworks at the national level. The project is implemented by UN-Habitat.

ACTED: Strengthening humanitarian coordination and access to safe and dignified protection in Libya

Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.


North Africa Cultural Programme (NACP), Phase 1

By developing a Regional Cultural Programme, Switzerland seeks to facilitate intercultural dialogue and exchange as a foundation for peace and conflict sensitive development in North Africa and to foster artistic expression as a driver of change in support to the challenges of transition. This will promote peaceful coexistence, political stability and social cohesion in North Africa, hence providing a contribution to the prevention of violent extremism and alternatives for the fulfillment of North African youth in their own societies.

Projet Oriental Protection Migrants Maroc

Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.


Sustainable tourism in Morocco

The first phase of this project in Morocco aims at supporting the provinces of Azilal and Béni Mellal to develop a sustainable rural tourism with integrated sectors in order to reduce poverty, generate income opportunities, create new jobs and improve existing jobs in this region, especially for young people and women.

This program includes the construction and expansion of existing sewerage systems and the construction of waste water treatment plants (WWTP) in medium-sized cities in Tunisia.
