In Zentralamerika setzt sich die Schweiz für eine gute Regierungsführung, die Achtung der Menschenrechte, eine integrative wirtschaftliche Entwicklung, die Anpassung an den Klimawandel und die Katastrophenvorsorge ein. Nach 40 Jahren vor Ort wird sich die bilaterale Zusammenarbeit der Schweiz Ende 2024 aus der Region zurückziehen, während die humanitäre Hilfe weiterhin aktiv bleibt. Bis dahin wird die Schweiz die erzielten Resultate konsolidieren und sicherstellen, dass der Ausstieg verantwortungsbewusst und würdevoll erfolgt.

Obwohl Nachbarländer, sind Nicaragua und Honduras mit unterschiedlichen Herausforderungen konfrontiert. Nicaragua durchlebt seit 2018 eine soziopolitische und wirtschaftliche Krise, die gravierende Auswirkungen auf die Menschenrechte hat und zu massiver Auswanderung führt. In Honduras nehmen die Armut und die Ernährungsunsicherheit zu. Die rechtsstaatlichen Grundsätze werden nicht immer eingehalten, und die Gewaltbereitschaft ist sehr hoch. Die Schweiz engagiert sich deshalb für die Prävention von Gewalt und die Stärkung der Menschenrechte, setzt sich aber auch für die Schaffung wirtschaftlicher Perspektiven für die armutsbetroffene Bevölkerung ein. Lateinamerika gehört zu den am stärksten von Naturgefahren bedrohten Regionen der Welt. Es kommt regelmässig zu verheerenden Katastrophen, die durch den Klimawandel noch verstärkt werden. Deshalb bündelt die Schweiz ihre Anstrengungen zur Stärkung des nationalen und regionalen Zivilschutzes mit Massnahmen zur Anpassung an den Klimawandel.

Gouvernanz und Rechtsstaatlichkeit
Stärkung der lokalen Gouvernanz und der Korruptionsbekämpfung
In Honduras stärkt die Schweiz die lokalen Gouvernanzstrukturen in den zwei Fokusregionen Golfo de Fonseca und Mosquitia und fördert die Mitbestimmung benachteiligter Bevölkerungsgruppen sowie der indigenen Gemeinschaften in den Bereichen Wassermanagement und Wirtschaftsentwicklung. Zur Verbesserung des Schutzes der wirtschaftlichen, sozialen und kulturellen Rechte der Bevölkerung arbeitet die Schweiz mit lokalen Menschenrechtsorganisationen zusammen. In Nicaragua setzt sich die Schweiz trotz der schwierigen soziopolitischen Situation für die Achtung der Menschenrechte, eine gute Regierungsführung und eine Kultur des Friedens ein.
Auf regionaler Ebene unterstützt die DEZA die Anstrengungen des Interamerikanischen Gerichtshofs für Menschenrechte und der Interamerikanischen Kommission für Menschenrechte im Hinblick auf die Umsetzung internationaler Normen und die Verringerung der Straflosigkeit in Zentralamerika. Ein Schwerpunkt liegt dabei auf den sozioökonomischen Rechten der Bevölkerung und dem Zugang zu natürlichen Ressourcen. Ausserdem fördert sie die Korruptionsbekämpfung, indem sie spezifische Unterstützung für die Zivilbevölkerung und die Staatsanwaltschaften leistet, unter anderem bei der Ausbildung von Richterinnen und Richtern und Angestellten von Justizbehörden in Honduras und Guatemala.
Wirtschaftliche Entwicklung
Stärkung von Kleinunternehmen
Kleinunternehmen sind das Rückgrat der Wirtschaft. In Zentralamerika fördert die Schweiz ländliche Wertschöpfungsketten: Kakao, Cashewnüsse, nachhaltige Viehwirtschaft, Agrotourismus und weitere. Dank Berufsorganisationen, verbesserter Produktequalität und Marketingmassnahmen können Kleinbauern und Kleinunternehmen in ländlichen Gebieten ihre Einkommen steigern. Die Schweiz setzt sich auch für die Verbesserung der wirtschaftlichen Rahmenbedingungen für Kleinbetriebe ein, beispielsweise indem sie die zuständigen Ministerien bei der Ausarbeitung und Umsetzung nationaler Förderpolitiken unterstützt.
Niederschwellige Berufsbildungsangebote erhöhen die Arbeitsmarktchancen von Jugendlichen in Armenvierteln und ländlichen Regionen. In Honduras richten sich diese Angebote an Jugendliche in Quartieren mit hoher Kriminalität, wo sie einen Beitrag zur Gewaltprävention leisten.
Anpassung an den Klimawandel
Risikominderung und Wassermanagement
Das Risiko von verheerenden Hurrikanen und längeren Dürreperioden hat sich im Zuge des Klimawandels erhöht. Die Erstellung von Risikokarten, eine Raumplanung unter Einbezug der Flusseinzugsgebiete und eine nachhaltige Bewirtschaftung der natürlichen Ressourcen unterstützen die Gemeinden bei der Anpassung an die möglichen Folgen des Klimawandels.
Humanitäre Hilfe
Rapid response, Katastrophenvorsorge, Migration und Schutz
Mit den Mitteln der humanitären Hilfe leistet die Schweiz in Zentralamerika einen Beitrag zur Linderung der humanitären Folgen der Migrationskrise (Guatemala, Panama) und der Klimakrise. Im Hinblick auf ein effektiveres und koordiniertes Krisenmanagement unterstützt die Humanitäre Hilfe die Ausarbeitung und Umsetzung nationaler, regionaler und kommunaler Pläne, Normen und Strategien zur Anpassung an den Klimawandel und zur Katastrophenvorsorge entsprechend dem Abkommen von Paris (Klimawandel) und dem Sendai-Rahmen (Reduktion des Katastrophenrisikos). Des Weiteren unterstützt die Humanitäre Hilfe lokale Organisationen beim Aufbau einer Nothilfe für Migrantinnen und Migranten, um die Folgen der stark gestiegenen Migrationsbewegungen in der Region zu bewältigen.
Die Schweiz stellt relevanten UNO-Organisationen in der Region überdies regelmässig Expertinnen und Experten des Schweizerischen Korps für humanitäre Hilfe (SKH) zur Verfügung.
Transversalthemen
Geschlechtergleichstellung, Gouvernanz, Risikomanagement
Geschlechtergleichstellung ist ein essenzieller Faktor für eine nachhaltige Entwicklung. Die Schweiz fördert mit ihren Programmen in Zentralamerika den gleichberechtigten Zugang zu Ressourcen und Wissen sowie eine ausgewogene Teilhabe von Frauen und Männern an Entscheidungsprozessen. Gleichzeitig trägt sie zum Abbau von Geschlechterstereotypen bei.
Ausserdem konzentriert sich die Schweiz auf die Förderung einer inklusiven Gouvernanz, um einen Beitrag zu einer Kultur des Friedens zu leisten. Die Stärkung demokratischer Institutionen bildet einen weiteren Schwerpunkt ihrer Programme unabhängig von der thematischen Ausrichtung. Im Hinblick auf den Ausstieg aus der bilateralen Zusammenarbeit ist die Stärkung partizipativer Prozesse von besonderer Bedeutung, insbesondere die soziale Kontrolle der öffentlichen Politik durch die Zivilgesellschaft.
Das Katastrophenrisikomanagement trägt dazu bei, die Resilienz der Bevölkerung in einer Region zu erhöhen, die besonders vom Klimawandel betroffen ist.
Herangehensweise und Partner
Die Schweiz verfolgt in Zentralamerika Ansätze, die die Wirksamkeit und Nachhaltigkeit ihres Engagements sicherstellen sollen, insbesondere im Hinblick auf einen verantwortungsvollen und schrittweisen Rückzug aus der bilateralen Zusammenarbeit in der Region. Sie beschränkt ihr Engagement auf ein begrenztes Gebiet und konzentriert sich auf die eigentlichen Armutsursachen (out of fragility). Dabei setzt sie auf einen psychosozialen Ansatz und berücksichtigt die psychologischen Auswirkungen auf soziale Verhaltensmuster bereichsübergreifend.
Die Schweiz stützt sich bei ihrem Engagement auf einen Multistakeholder-Ansatz. Trotz der zum Teil schwierigen Bedingungen führt sie den Dialog mit staatlichen Institutionen sowie mit wissenschaftlichen Kreisen und der Zivilgesellschaft aktiv weiter. Im Sinne der Ziele für nachhaltige Entwicklung fördert sie Allianzen mit internationalen Partnern und multilateralen Organisationen, um die Hebelwirkung der für Kooperationsprogramme bereitgestellten Mittel zu nutzen.

Latin America faces the second largest forced displacement crisis in the world with 7.1 million people forcibly displaced from Venezuela, Central America, the Caribbean and other continents. 6.2 million more are displaced in their own country. Persons in human mobility need protection against gender-based violence, exploitation and exclusion. In Colombia, Ecuador and Peru, Switzerland addresses causes and consequences of displacement, providing aid, striving for integration and supporting actors to protect the most vulnerable.

Environmental degradation and climate change are reducing the capacity of the Dipilto River watershed to provide ecosystem services (water, forest) to the population, increasing their vulnerability and deepening poverty. The program will strengthen dialogue among stakeholders, empower communities and provide economic incentives for restoring the hydrologic and environmental equilibrium of the watershed, increasing the resilience of its 27 thousand inhabitants.
