ASEAN-Swiss Partnership on Social Forestry and Climate Change

In 2008, the SDC approved the Global Programme Climate Change (GPCC), which included the strengthening of regional approaches and South-South collaboration. The programme also focuses on the synergies among political, multilateral and operational levels. The present proposal on an ASEAN Swiss Partnership on Social Forestry and Climate Change is in keeping with the GPCC strategy. The FDFA has appointed an ambassador to ASEAN and also started to consider areas of collaboration with ASEAN, which highlights the growing importance given to ASEAN in Swiss foreign and economic policy. The present programme is one of the first Swiss areas of collaboration in this respect. The partnership is consistent with the goal and objectives of the new "ASEAN Multi-Sectoral Framework on Climate Change: Agriculture and Forestry Towards Food Security (AFCC-FS)". The AFCC goal is to contribute to food security through sustainable, efficient and effective use of land, forest and water and aquatic resources by minimising the risks and impact of climate change and its contributing factors. In line with the AFCC, two objectives have been defined for the partnership:
1) develop a common social forestry strategy to mitigate the effects of and facilitate adaptation to climate change in ASEAN member states
2) derive socio-economic benefits from climate change for communities, women and vulnerable groups through their participation in the social forestry sector.
