Accelerating the implementation of international commitments towards locally led humanitarian action 2024-2025
Locally led humanitarian action, development and peacebuilding (LLHDP) receives greater attention in international cooperation. Switzerland has a long tradition in working on LLHDP but lacks a coherent approach in taking this further. Through initiatives under this credit proposal SDC is making a meaningful contribution to the implementation of international commitments and efforts on LLHDP. This includes greater goal setting and progress on LLHDP, action-oriented research and catalytic actions to address specific blockages across the sector.

- HDP actors working on locally led efforts and SDC colleagues at HQ and in Swiss Cooperation Teams;
- Humanitarian actors, research institutions and donors working on locally led humanitarian action, particularly local humanitarian actors;
- The Grand Bargain secretariat, ambassadors and different working groups.
- Local actors play a stronger role in HDP thanks to SDC’s support for the implementation of international LLHDP commitments and efforts;
- Action-oriented research on Locally Led Humanitarian action (LLH) in line with Grand Bargain 3.0 priorities is co-financed and popularised by Switzerland;
- Specific catalytic actions to advance LLH in policy and/or practice have been co-financed by Switzerland.
- The implementation of international efforts for local actors to play a leading role in LLHDP are supported;
- Research on key blockages or action areas of the Grand Bargain – particularly on ensuring quality funding for locally-led humanitarian action are financially supported;
- SDC partners are supported in taking specific catalytic policy or practice actions on LLH, together with SDC and informed by SDC priority areas;
- Events at international level that are relevant and bring LLH forward are supported.

Hintergrund | LLHDP is one of the promising approaches to address the gap between growing development, humanitarian and peacebuilding needs and unmatched resourcing, to support existing local systems in a more equitable manner and to continue working in authoritarian contexts. SDC is very active on LLHDP, but fails to strategically outline its vision and practice and to measure and resource it in a coherent way, which hampers global progress. This applies to SDC itself, but also to its cooperation with Swiss and international partner organisations. Switzerland will take part in the OECD/DAC deep dive on locally led development and undergo a OECD/DAC Peer 2 Peer review in 2024. The deep dive will produce a benchmark on LLHDP and highlight areas of attention for Switzerland. As part of this and in view of the new International Cooperation Strategy that includes LLHDP in its draft version, SDC seeks to accelerate support for LLHDP in line with international efforts and commitments. |
