Disaster risk reduction, emergency relief, reconstruction and protection

Disaster risk reduction, emergency relief, reconstruction are three fields of activity of the Humanitarian Aid of SDC. This corresponds to the work that needs to be done before, during and after a crisis, armed conflict or disaster.

Prevention refers to all of the measures taken in terms of protection of the population and infrastructure.  Hazard prevention and vulnerability reduction are part of sustainable development and are promoted in all SDC projects and programmes. The main goal of emergency relief is to save lives and alleviate the worst suffering caused by a crisis. Two-thirds of the Humanitarian Aid’s funds are earmarked for emergency relief measures. Reconstruction and rehabilitation efforts can begin after an emergency when the situation has stabilised. In situations of protracted conflict, activities in all three fields may be carried out at the same time. 

On the other hand, protection of civilians is one of the four thematic priorities of the Humanitarian Aid of SDC beside disaster risk reduction, water/sanitation/hygiene, and gender-based sexual violence.

Disaster risk reduction

While natural disasters strike both rich and poor countries, the consequences differ greatly depending on the level of a country’s development.

Rapid Response and Emergency Relief

Swiss emergency relief operates through its experts from the Swiss Humanitarian Aid Unit (SHA) in crises, conflicts and disasters worldwide.

Reconstruction and rehabilitation

Generally speaking, reconstruction and rehabilitation is chiefly concerned with restoring the living conditions of the stricken community.

Protection

Survivors of armed conflict and natural disasters are exposed to the risk of physical and mental violence.

Assistance en soutien psychosocial et protection intégrée pour les populations affectées par le conflit au Burkina Faso

Les populations déplacées internes au Burkina Faso, en particulier les femmes et les filles, sont exposées à des violations de leurs droits. Afin de contribuer à la protection de ces populations vulnérables, la Suisse soutient le projet de protection intégrée. Le projet vise à répondre à l’urgence et à appuyer les acteurs locaux (Etat, associations et communautés) dans la prise en charge des victimes et à réduire leur vulnérabilité en leur donnant des moyens de subvenir à leurs besoins.


République démocratique du Congo (RDC): Transcultural Psychosocial Organisation (TPO) Protection des enfants et des femmes

Les conflits armés à l’est de la RDC continuent à engendrer des violations graves des droits de l’enfant et de la femme, y compris les violences basées sur le genre, le recrutement forcé et le manque d’accès à l’éducation. Par le biais de mécanismes et structures communautaires et de gouvernance locale, ce projet vise à identifier les principaux problématiques de protection, y apporter une assistance et contribuer à leur résolution.


Armenia: Early Recovery after Floods 2024 (Direct Action)

08.07.2024 - 31.12.2025

Heavy rainfall in May 2024 led to flooding in Northern Armenia, four casualties, temporary displacement of 2’400 persons and considerable damage on public and private infrastructure. A Rapid Response Team of Swiss Humanitarian Aid Unit (SHA) assessed structural engineering (bridges, roads) damages. Based on that assessment, the proposed SHA Direct Action supports early recovery efforts in Armenia with pedestrian bridges, an event analysis and engineering advice.


Projet Réponse d’urgence à base communautaire à la menace des engins explosifs dans les régions de Mopti et Tombouctou (PRUCEE-MT)

01.07.2024 - 31.08.2025

Avec le retrait de la Mission multidimensionnelle intégrée des Nations Unies (MINUSMA) pour la stabilisation au Mali et de l’agence de la lutte antimines (UNMAS), les populations de Mopti et Tombouctou sont sans protection contre les engins explosifs. La Suisse renforce ainsi son engagement humanitaire, en partenariat avec d’autres bailleurs internationaux, pour combler ce vide. Elle offre une réponse d’urgence à base communautaire pour protéger les populations civiles et gérer les victimes.


Kenya: Empowering refugees and host communities in Dadaab through market-led solutions (EMPOWER)

The project envisages to unlock the potential of displacement-affected communities (DACs) by providing access to capital, skills development, market opportunities and entrepreneur-friendly policies. The project aims to deliver on long-term economic growth, self-reliance and decreased dependency of DACs on aid. This sustainable approach offers a pathway out of poverty and towards thriving entrepreneurial livelihoods in Kenya.


Résilience pastorale Niger 2024-2025

Au Niger, les déficits fourragers et l’insécurité entrainent une perte de bétail pour 80% de la population qui pratique l’élevage. L’aide alimentaire n’est pas suffisante et non adaptée dans le temps. La Suisse contribue à couvrir les besoins alimentaires des populations pastorales en cette période de soudure pastorale 2024 et à asseoir les bases pour le renforcement de la résilience via la société civile pastorale.


Protection and emergency care for vulnerable and unaccompanied minors

The number of migrants transiting through Bosnia and Herzegovina remains high with more than 10% of them being unaccompanied minors in need of essential care and special protection due to their vulnerabilities. As the state system is not yet able to fully address their needs, assistance from external actors remains crucial to provide the much-needed support to this vulnerable group of migrants and to safeguard their rights.


Provision of CCCM, protection and social cohesion responses to Sudan crisis affected populations in Renk and Manyo Counties, Upper Nile

To respond to the needs of the growing number of refugees and returnees crossing the border into South Sudan due to the ongoing crisis in the Sudan, both in camp and host community settings. The intervention will improve CCCM, WASH2 and protection in Renk town, in the Transit Center (TC) at Renk and in the Reception Centre (RC) in Joda and Manyo.


République Centrafricaine (RCA), IMPACT Initiatives, Appui à la planification de la réponse humanitaire à l’échelle nationale

Fondée en 2010 à Genève, IMPACT Initiatives fournit des données pour guider les décisions humanitaires. Dans cette proposition, IMPACT mène la 6ème évaluation multisectorielle des besoins (MSNA) en RCA, en effectuant des questionnaires auprès des ménages sur l’ensemble du territoire pour identifier les vulnérabilités. L’objectif est d’éclairer la planification de la réponse humanitaire en élaborant le HNO (aperçu des besoins humanitaires) et le HRP (plan de réponse humanitaire).


Community-based Health Services and System Strengthening Support in Sagaing

Three years after the military coup in Myanmar, targeted attacks and scrutiny in the health sector by the military junta led to a partial or total lack of access to healthcare in various regions, particularly in the dry zone. Through this project, Switzerland aims to support locally-led and inclusive community-based health system in Sagaing to provide essential, emergency, quality primary health care services, while ensuring the transition to a new decentralized and inclusive health system.


Central African Republic: INSO - Support for the Security of Humanitarian Organizations 2024-2026

The main purpose of the action is to assist humanitarian aid organizations in Central African Republic (CAR) in fulfilling their own mandates with improved protection of relief personnel and improved effectiveness of humanitarian action. There are currently 94 registered organisations in INSO CAR's network (INGO, LNGO, Red Cross Movement, UN agencies) and 5 donors for a total of 99 partners.


Integrated Protection Response Along Frontline Communities and Throughout the Displacement Corridor in Ukraine

01.05.2024 - 30.04.2026

The project engages in direct protection of civilians and aims to improve the sustainability, effectiveness and coordination of Ukrainian NGOs operating in frontline communities and along the displacement corridor in Odesa, Mykolaiv, Kherson, Kharkiv, and Donetsk Oblasts. This involves maintaining the delivery of humanitarian aid, while introducing capacity building to improve the quality and safety of the service provision, as well as preparing local actors for early recovery.
