Promoting efficient, affordable and clean cooling for everyone (PEACCE)
This project addresses increasing heatwaves by providing people of developing and emerging countries with access to efficient, affordable and clean cooling. The project will address both climate change mitigation and adaptation while improving the health, nutrition and productivity of people living in hot climates. This will be achieved by supporting select countries to set ambitious commitments on cooling in their climate policies. Swiss experience on climate-friendly cooling will be shared.

Background | Global progress towards development and poverty reduction is increasingly threatened by climate change. The rise in global temperatures is expected to cause increasingly severe and frequent heatwaves. Whereas the benefits of cooling are multiple in terms of health, food and vaccines storage, most active cooling is currently highly polluting due to the release of high global warming potential (GWP) refrigerants to run appliances such as air conditioners and refrigerators. Access to cooling still remains a challenge especially for the 1.1 billion people who lack access to basic energy services and the many more who cannot afford air conditioners. As parties to the Paris Agreement look to COP 26 in 2020 as a moment to enhance their emission reduction commitments by submitting their revised Nationally Determined Contributions (NDCs), cooling will be a crucial sector where climate change mitigation and adaptation can be addressed simultaneously. Many developing and emerging countries would benefit from the solutions presented by Swiss experience in efficient, clean cooling in buildings (e.g. through passive design or external movable shadings which have been largely tested and proven through the SDC BEEP Project in India), agriculture and health (e.g. renewably-powered storage for food and vaccines). |
Objectives | Strengthen the resilience of people living in developing and emerging countries to increasing temperatures by promoting efficient, affordable and clean cooling while improving their health and nutrition and mitigate emissions from active cooling. |
Target groups |
The direct beneficiaries of this contribution will be the developing and emerging countries that will commit to include work on efficient, clean cooling in their revised NDCs or in their national climate policies. PEACCE will put a particular focus on the 9 countries identified in the ‘Chilling Prospects’ Report published by SEforALL in 2018 including Bangladesh, Brazil, China, India, Indonesia, Mozambique, Nigeria, Pakistan and Sudan with the largest population at heat and economic risk. Select additional countries including least developed countries particularly those who have high cooling access needs will also be targeted. Indirect beneficiaries are the people living in these countries particularly women, children, elderly and sick people who are most affected by the lack of access to cooling who can benefit from better living conditions, health and educational prospects. |

1. Efficient, affordable and clean cooling is addressed in selected countries’ climate policies or action plans. 2. Access to efficient, affordable and clean cooling especially for the most at risk is increased through testing and leveraging new cooling solutions and by strengthening capacities. 3. Efficient, affordable and clean cooling is elevated to a global priority on development and policy agendas and on global financial flows. |
Results |
Expected results: K-CEP - Technical assistance is provided to countries to help implement efficient, climate-friendly cooling policies, standards, or programs, for MRV, and/or for climate finance readiness. -Efficient, climate-friendly cooling implementation projects are launched (including new cooling solutions) -Proposals are submitted to help developing countries secure funding for efficient, climate-friendly cooling
SeforAll -Methodology for measuring access to cooling gaps and integrating the “Chilling Prospects” report recommendations into National Cooling Plans developed - Professional advice and technical expertise to new cooling inititaitve provided by the Cooling for All Secretariat - Annual Cooling for All Outlook Report on global access to cooling is published and widely distributed - Videos produced and communications campaign developed and launched Results from previous phases: · Definition of intervention strategy, log frame including definition of activities · Clarification on institutional arrangement between SDC and the two initiatives · Detailed risk assessment · Clarificaiton on synergies between the two intitiatives to be supported. |
