Funding climate protection

Global warming disrupts economic development and threatens to destroy the progress that has been made in reducing poverty. That is why Switzerland incorporates climate protection and the global impact of climate change in its international development policy, and provides expertise, technical solutions and financial resources for climate protection as part of its development projects and via international funding mechanisms.

The SDC's focus

People in developing countries are particularly affected by climate change because their livelihoods depend directly on natural resources. Such countries often lack the financial and technical capacities that are required for climate change adaptation. Climate change impairs both economic and social development globally and compromises what has already been achieved.

Synergies with poverty reduction

Switzerland is active in climate change mitigation and adaptation internationally and aims for its funding for developing countries to be deployed effectively. It takes into account the challenges its partner countries face and anchors its own measures in a long-term strategy to reduce poverty worldwide. To this end, the SDC creates synergies between climate protection and improving food security or governance, for example, to ensure that Switzerland's official development assistance is used in an optimal way.

International financing mechanisms

Switzerland is represented in the steering committees of the most important climate and environment funds, where the SDC advocates in particular for giving adequate attention to the needs of the poorest countries. To do this, the SDC relies on its long-standing experience in its partner countries. It makes sure that policies, procedures and the funding earmarked for climate protection are used to help the weakest people, communities and regions over the long term.

As part of this goal, the SDC was actively involved in creating the Green Climate Fund (GCF). The GCF is aimed at financing eco-friendly measures in developing countries in order to increase sustainable development. Today it is a central component of the international financing for climate protection. Through its representation in the GCF's steering committee, the SDC works actively to ensure greater multilateral cooperation and to promote innovative approaches.

The SDC, the State Secretariat for Economic Affairs (SECO) and the Federal Office for the Environment (FOEN) make contributions to international financing mechanisms for climate change mitigation and adaptation. In the 2015–17 period, Switzerland made its first contribution of USD 100 million to the GCF.

Context

Switzerland works to ensure that the existing approaches to combating climate change are deployed where they can have the largest impact. It aims to ensure that the needs of the people most affected by climate change are taken into account in particular, and that the adaptation measures that are needed receive sufficient funding. The SDC undertakes this work as part of its mandate under the Federal Act on International Development Cooperation and Humanitarian Aid. The international cooperation dispatches set out the priorities for each period. For Switzerland's international cooperation strategy 2021-2024, climate change – a growing challenge for development policy – is a key focus.

Increasing awareness at the international level

Because measures to adapt to climate change and a transition to sustainable development are needed, industrial countries – including Switzerland – are making commitments at the international level. Sustainable Development Goal 13 of the 2030 Agenda for Sustainable Development underlines the importance of combating climate change and its effects. Under the United Nations Framework Convention on Climate Change (UNFCCC), the international community has committed itself to mobilising public and private funds for this. Switzerland has a high degree of credibility in this area because of its careful and sustainable approach to its environment (e.g. recycling, building standards, private sector collaborations) and its highly industrialised economy at the same time. This allows Switzerland to position itself proactively in international discussions and find an audience for its concerns.

Restoration of the Strumica River Basin

As a continuation of the support to the Macedonian water and nature sector, Switzerland developed a group of projects that will assist the country to have cleaner water and a healthier environment, as well as to move forward in meeting its obligations towards the EU. Through this project, Citizens and farmers in the Strumica river basin will benefit from improved economic wellbeing as a result of a better ecological status of the river basin and reduced flooding hazards.


IGAD-FAO Partnership Programme (PP) on Building Resilience for (Agro-) Pastoralist Communities

IGAD and FAO will jointly contribute to build resilience of communities in the Horn of Africa’s cross-border areas by addressing marketing and trade, transboundary animal diseases and natural resources management. It will also contribute to strengthen the capacity of IGAD specialized agencies to lead the regional agenda for the improvement of cross-border pastoral livelihoods.


Home Garden

Small and marginal farmers in Nepal, especially women and children, are regularly exposed to malnutrition and are vulnerable to external shocks such as health risks and natural hazards. Home garden aims to improve family nutrition and reduce vulnerability of such individuals and households. Objectives are to diversify dietary sources of disadvantaged groups in homestead for family consumption and increase capacity for adaptation to natural hazards and climate change. The project strengthens the safety net and the coping strategy of the most vulnerable in Nepal.
 


Aga Khan Foundation: Integrated Health and Habitat Improvement (IHHI) Rasht Valley

Tajikistan is the poorest country of the former Soviet Union and is marked by a sluggish transition and fragility patterns. This project contributes to improving the Rasht Valley (the most neglected and fragile area of the country) population’s quality of life through better provision of and access to water and health services, as well as increased resilience against natural hazards. Moreover, it enhances professional skills and empowers the local population in planning and investing in its communities.


Swiss Programme for Research on Global Issues for Development - Research Module on Ecosystems

Enhancing sustainable and climate-friendly use and management of ecosystems for human well-being is at the core of a new research module in the context of SDC’s and the Swiss National Science Foundation’s (SNSF) joint r4d Program (Swiss Programme for Research on Global Issues for Development; www.r4d.ch). Researchers from Switzerland with their partners in Africa, Asia, and Latin America will jointly generate new insights and develop innovative concepts and tools for a more sustainable and equitable provision of ecosystem services benefiting the poor.


Haïti : Programme de préservation et de valorisation de la biodiversité (PVB)

Dans le Massif de la Selle – situé au sud-est d’Haïti – se trouve une des dernières forêts natives du pays. Malgré son statut d’Air protégée, la préservation de la Forêt des pins est menacée par l’instalation autour et dans celle-ci de population à la recherche de revenus. Ainsi, le projet vise à renforcer l’Agence Nationale des Aires protégée du Ministère de l’Environnment dans ses efforts de prise en charge de la gestion participative de l’Aire protégée en incluant les acteurs locaux et en soutenant la population locale dans la création de revenus alternatifs.


Catastrophic Microinsurance in Central America

Central America is a natural disasters prone region where large vulnerable populations suffer over-proportionately from increasing frequency and impact of climate change events, as traditional disaster coping mechanisms are eroding with growing environmental pressures and rising urbanisation. The public-private development partnership with Swiss Re, FOMIN, and KfW’s Climate Adaptation Fund supports MiCRO in strengthening the disaster resilience of at least 80’000 vulnerable households by 30.9.2016.



Energising Development - Support to the Energising Development (EnDev) Initiative

Providing sustainable access to modern and climate friendly energy services to households, health centres, schools, and small enterprises impacts the lives of the beneficiaries in many ways: improved cooking reduces the burden on women and girls of fire-wood collection and their exposure to indoor air pollution; access to improved lighting reduces health hazards and allows children to study; energy availability improves access to information and communication and extends the range of productive activities; and energy access improves the conditions and quality of services such as education and health; all while reducing CO2 emissions.


Swiss Programme for Research on Global Issues for Development - Research Module on Employment

SDC and the Swiss National Science Foundation (SNSF) are offering a new long-term funding scheme for development-relevant research on global issues (www.r4d.ch). The main focus lies on the generation of new insights and solutions as well as on the application of research results into policy and practice through partnership projects between researchers from Switzerland and from developing countries. The overall r4d.ch program consists of five thematic modules and a module for thematically open research. The second module focuses on employment in the context of sustainable development.
