The number of people in need in Sudan in 2022 is the highest in the past decade. Sudan faces one of the word's largest protracted humanitarian crises, including large, protracted displacements, with limited returns. Some 2.86 million IDPs, 1.16 million refugees and asylum seekers and 0,9 million returnees need humanitarian assistance and protection support, both in and out of camps, settlements, and within host communities. 9.1 million are estimated to be affected by life-threatening conditions, an increase of a quarter compared to 7.3 million people in the same category in 2021.

Food insecurity increased across Sudan, where 10.9 million people (including 1.1 million refugees) are estimated to require urgent humanitarian response to reduce food consumption gaps, restore and protect livelihoods, a 34% increase compared to the beginning of 2021. This has been exacerbated by the impacts of the COVID-19 pandemic, dry spells during last cropping season, the conflict in Ethiopia and increased food prices on the global market prompted by the conflict in Ukraine. Gender-Based Violence (GBV) remains a grave concern, the deteriorating situation has increased cases of forced marriage.

The SHF remains a proven, crucial instrument to respond to a multi-layered crisis which SDC funded in previous years.

• Filling critical funding gaps when humanitarian needs surpass the amount of funds available
• Expanding assistance in hard-to-reach areas

Expected results:   The first Standard Allocation for 2022 is set at $25 million and covers 12 states and 41 localities. Funding will be allocated for life-saving core humanitarian interventions in localities with the highest humanitarian needs, as identified by the 2022 HRP, with a specific focus on specialized protection interventions. 40% of the funding will be hence allocated to protection and education sectors, the remaining 60% is reserved for nutrition, WASH, health and livelihood sectors.

Results from previous phases:   In the last four months of 2021, the Sudan Humanitarian Fund (SHF) allocated $13.9 million to respond to emergency shocks, ranging from floods, localized drought, intercommunal violence, displacement, and to a Covid 19 surge. A further $9.3 million was allocated for the provision of basic humanitarian services to newly accessible areas. Switzerland is a regular contributor to the SHF but didn't contribute in 2021 in favour of support to the country's transition process which, however, was halted by the military takeover last October.
