América Central (Nicaragua, Honduras)

En América Central, Suiza trabaja por la buena gobernanza, el respeto a los derechos humanos, el desarrollo económico inclusivo, la adaptación al cambio climático y la gestión del riesgo de desastres. Tras 40 años de fructífera cooperación bilateral, Suiza se retira de la región para finales de 2024, pero mantiene su compromiso humanitario. Hasta entonces, busca afianzar los logros y efectuar una retirada responsable y digna.

Aunque son vecinos, Nicaragua y Honduras se enfrentan a retos diferentes. Nicaragua atraviesa desde 2018 una crisis sociopolítica y económica que tiene graves repercusiones sobre los derechos humanos y que ha desencadenado movimientos migratorios masivos. En Honduras, está aumentando la pobreza y la inseguridad alimentaria. Los principios del Estado de Derecho no siempre se respetan y la tasa de violencia es muy alta. El compromiso de Suiza va dirigido, por lo tanto, a prevenir la violencia, reforzar el respeto a los derechos humanos y crear oportunidades económicas para la población pobre. Centroamérica es una de las regiones más expuestas a los riesgos naturales y se ve regularmente atingida por desastres naturales de gran magnitud, fenómenos agravados por el cambio climático. Por eso, Suiza asocia las medidas de adaptación al cambio climático a sus esfuerzos por reforzar las estructuras nacionales y regionales de protección civil.

Gobernanza y Estado de derecho

Fortalecimiento de la gobernanza local y lucha contra la corrupción

En Honduras, Suiza fortalece las estructuras de gobernanza local en las dos regiones prioritarias del Golfo de Fonseca y la Mosquitia, y promueve la participación de la población vulnerable y las comunidades indígenas en la gestión de los recursos naturales y el desarrollo económico. También colabora con organizaciones locales de defensa de los derechos humanos para mejorar la protección de los derechos económicos, sociales y culturales de la población. En Nicaragua, pese a una situación sociopolítica muy difícil, Suiza defiende el respeto de los derechos humanos y promueve la buena gobernanza y la cultura de paz.

A nivel regional, la COSUDE apoya la labor de la Comisión y la Corte Interamericana de Derechos Humanos en América Central en su cometido por aplicar las normas internacionales y reducir la impunidad. Entre las prioridades figuran los derechos socioeconómicos de la población y el acceso a los recursos naturales. Respalda asimismo la lucha contra la corrupción a través de un apoyo específico a la sociedad civil y a los ministerios públicos, por ejemplo, mediante la formación de jueces y personal jurídico en Honduras y Guatemala.

Desarrollo económico

Fortalecimiento de las pequeñas empresas

Las pequeñas empresas son el pilar fundamental de la economía. En América Central, Suiza promueve las cadenas de valor rurales como el cacao, el marañón, la ganadería sostenible y el agroturismo. Mediante una organización empresarial, la mejora de la calidad de los productos y esfuerzos de comercialización se ayuda a las pequeñas explotaciones y empresas rurales a aumentar sus ingresos. Suiza contribuye también a mejorar la situación económica de los pequeños productores ayudando, por ejemplo, a los ministerios competentes a desarrollar y aplicar políticas nacionales de apoyo.

Por otro lado, una formación accesible a todos ofrece a los jóvenes de los barrios pobres y las zonas rurales mejores oportunidades en el mercado laboral. En Honduras, estos programas van dirigidos a los jóvenes de los barrios con mayor tasa de delincuencia y contribuyen así a prevenir la violencia.

El cambio climático aumenta el riesgo de huracanes devastadores y sequías prolongadas. La cartografía de riesgos, la ordenación del territorio en función de las cuencas fluviales y la gestión sostenible de los recursos naturales permiten a las comunidades locales afrontar mejor los posibles efectos del cambio climático.

Ayuda humanitaria

Intervención rápida sobre el terreno, gestión del riesgo de desastre, migración y protección

En América Central, los fondos de ayuda humanitaria contribuyen a mitigar las consecuencias humanitarias de la crisis migratoria (Guatemala, Panamá) y climática. Con el propósito de lograr una gestión de riesgos más eficaz y coordinada, la ayuda humanitaria busca apoyar la elaboración e implementación de normas, estrategias y planes locales, nacionales y regionales de adaptación al cambio climático y reducción del riesgo de desastres, en consonancia con el Acuerdo de París (clima) y el Marco de Acción de Sendai (reducción del riesgo de desastres). Ante las desastrosas consecuencias del fuerte aumento de los movimientos migratorios en la región, la ayuda humanitaria apoya asimismo a las organizaciones locales a prestar asistencia de emergencia a los emigrantes.

Además, Suiza envía regularmente a expertos del Cuerpo Suizo de Ayuda Humanitaria (CSA) a las organizaciones de la ONU que operan en la región.

Igualdad de género, gobernanza, gestión de riesgos

La igualdad de género es un factor esencial para el desarrollo sostenible. En sus programas en América Central, Suiza promueve el acceso equitativo a los recursos y al conocimiento, la participación equilibrada de mujeres y hombres en la toma de decisiones, contribuyendo así a transformar los estereotipos y roles de género.

Suiza también se afana por fomentar una gobernanza inclusiva a fin de contribuir a una cultura de paz. El fortalecimiento de las instituciones democráticas es una prioridad de sus programas con independencia del enfoque temático. Ante la salida de la cooperación bilateral, cobra especial importancia el refuerzo de los procesos participativos y, particularmente, el control social de la sociedad civil sobre las políticas públicas.

Dada la vulnerabilidad de la región frente al cambio climático, la gestión del riesgo de catástrofes mejora la resiliencia de las poblaciones locales.

En América Central, Suiza adopta enfoques orientados a asegurar la eficacia y sostenibilidad de su acción, especialmente ante la salida gradual y responsable de la cooperación bilateral en la región. En particular, concentra su acción en un territorio delimitado, se centra en las causas profundas de la pobreza (salir de la fragilidad) y adopta un enfoque psicosocial que tiene en cuenta el impacto psicológico en el comportamiento social de manera transversal.

Suiza basa su acción en un enfoque de múltiples actores. A pesar de las a veces difíciles condiciones, mantiene un diálogo activo con las instituciones estatales, el mundo académico y la sociedad civil. En el espíritu de los objetivos de desarrollo sostenible, promueve las alianzas con contrapartes internacionales y organizaciones multilaterales para reforzar el efecto palanca de los fondos destinados a los programas de cooperación.

Strengthening Systems to Combat Corruption and Impunity in Central America

Supporting Civil Society Organizations in Nicaragua

A vibrant and resilient civil society is key to conflict transformation and restoring democracy in Nicaragua. Switzerland thus contributes to protecting the spaces and voices of civil society, and strengthens its capacity to generate reform proposals, promote an informed citizenship and stimulate a culture of peace. It does so by supporting four leading thinks tanks and academic institutes, and by contributing to a multi-donor basket fund designed to foster a civil society response to the socio-political crisis and to provide a platform for aid coordination. 


Strengthening Democracy, Human Rights and the Rule of Law in Nicaragua

The present proposal reaffirms Switzerland’s commitment to foster democracy, protect human rights and restore the Rule of Law in a fragile environment in Nicaragua. As a pillar of its exit strategy towards 2024, SDC supports and strengthens links between national and international human rights mechanisms in a WOGA approach together with the FDFA’s Political Directorate and the Embassies in the US and Costa Rica. SDC continues the dialogue with the government by offering training and advice on conflict transformation and dealing with the past.

Gracias al programa, 4.500 familias productoras aumentarán sus ingresos anuales netos en al menos un 10%, mientras que 4.000 adultos jóvenes y 2.000 mujeres obtendrán acceso a empleos sostenibles. Esto impulsará la economía local en las áreas pobres y periféricas en las que se cultiva el cacao.

Public Private Development Partnership: Social Entrepreneurship Catalytic Impact Financing for Latin America and the Caribbean (LAC-IMPACT)

ODA funds are scarce and need to be used with leverage. This intervention will leverage social enterprises efforts, impact investors’ capital and local government funds for poverty reduction and improved livelihood of low income households.


Innovation and dissemination of technologies for adaptation of agriculture to climate change – AGRIADAPTA

10'000 families in 19 municipalities of the country improve their food security and their situation of poverty by practising sustainable and climate-smart agriculture. The Project will provide resources so that small-hold farmers in environmentally degraded dry areas affected by climate change and variability develop capacities, exchange knowledge and apply technologies for climate change adaptation.


Territorial Economic Development Programme – PRODET

While the Las Segovias region has been marked by high levels of poverty, it is also characterised by its potential for economic development, albeit with only limited manufacturing activities. The programme will promote territorial economic development in ten municipalities and will contribute to benefit over 5000 microenterprises – owned mainly by women – and members of cooperatives from an increase in income by adding value to their products and through better sales due to improved access to markets.


Technical Assistance Medium Term Expenditure Framework, Phase III

The third phase of the MTEF program has two main objectives. First, it aims to meet the demands of the Nicaraguan authorities to strengthen their Medium Term Expenditure Framework (MTEF), and draw on the recommendations laid in the final external review and thus amplify the scope of the Nicaraguan MTEF model and allow the MTEF become a more useful policy making tool. Secondly, the project has a regional component, that focus on the needs of central american countries in this area, so as to contribute to the dissemination of MTEF systems, while learning and adopting the Nicaraguan good practices in the subject.

Territorial Inclusive Economic Development in the Mosquitia region, department of Gracias a Dios

The Honduran Mosquitia is one of the poorest and most conflict-ridden region in the country. With the program, Switzerland promotes income for the indigenous population, improves food security and thus contributes to reducing migration and improving regional stability. In cooperation with the private sector the program generates 1000 net new jobs, seeks to increment the income of 1700 families by 5% per year (USD 360/year in 2020), and promotes an increase in public investment in the territory by at least 10% per year.

The Program facilitates the empowerment of the Watershed Councils of the Nacaome, Choluteca and Sampile rivers in the Gulf of Fonseca Region in terms of their leadership and sustainable and participatory management of the water governance system. This contributes to collaborative processes and investments in the frame of the formulation and implementation of watershed plans, indirectly benefiting 500,000 inhabitants.

Los usuarios del agua aportan a los mecanismos de compensación ambiental y velan por el cumplimiento de las medidas regulatorias para la gestión hídrica beneficiando más de 20 mil familias en 16 municipios.

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.

Grassroots women building resilience and peace in Central America.

The project enables two thousand grassroots women and their families to implement effective climate adaptation practices and strengthen their voice and leadership to influence related public plans and policies.
