La región de Asia Central está compuesta por cinco países –Kazajstán, Kirguistán, Tayikistán, Turkmenistán y Uzbekistán– que lograron su independencia como resultado de la disolución de la Unión Soviética en 1991 y desde entonces evolucionaron de manera diferente. Sin embargo, deben aún hacer frente a desafíos de desarrollo similares, tales como el acceso limitado a procesos de toma de decisiones políticas y dificultades en el desarrollo de una economía diversificada. El cambio climático ejercerá asimismo una influencia determinante en la disponibilidad de recursos hídricos en la región. En Asia Central, Suiza se compromete por la paz, el bienestar y la cohesión social y brinda apoyo a proyectos destinados a mitigar los efectos del cambio climático. Su labor está orientada a los objetivos de desarrollo sostenible (ODS) de la Agenda 2030 de la ONU.

Agua, infraestructura y cambio climático
Uso sostenible del valioso recurso
Suiza apoya a los países de Asia Central a adoptar medidas concertadas, basadas en enfoques científicos, destinadas a fomentar un uso sostenible, inclusivo y resiliente desde el punto de vista climático de sus escasos recursos hídricos. El objetivo es proteger a la población de las catástrofes naturales y facilitar su acceso al agua potable y a instalaciones de tratamiento de aguas residuales. Para ello, Suiza fomenta la planificación y el uso sostenibles de las cuencas hidrográficas y la firme aplicación del principio de gestión integrada de los recursos hídricos (GIRH) en la legislación nacional. Se promueve además la cooperación transfronteriza en el ámbito del agua y de la hidrodiplomacia.

Gobernanza inclusiva y responsable
El contexto nacional y político de los países de Asia Central presenta diferencias considerables. Suiza ofrece, por ello, una labor de apoyo en materia de gobernanza igualmente diversificada. En los tres países en los que interviene, Suiza ayuda a la población a que participe en la toma de decisiones políticas que le conciernen, conozca sus derechos y exprese sus opiniones. Además, Suiza respalda a las autoridades locales a fin de que realicen su trabajo de manera más eficiente y transparente y se compromete por las minorías étnicas y otros grupos de población especialmente vulnerables.
Desarrollo económico sostenible
Empresas respetuosas con el medio ambiente y oportunidades para todos
La economía de Asia Central ha sufrido mucho los efectos de la Covid-19. Suiza ayuda a los países a que se recuperen y reconstruyan una economía resiliente e inclusiva. Promueve a tal efecto reformas que establezcan condiciones económicas más favorables, ayuda a las empresas a crear puestos de trabajo y se compromete por un sector financiero responsable, inclusivo y transparente. Asimismo, Suiza fomenta la formación de trabajadoras y trabajadores en áreas seleccionadas, pertinentes para el mercado laboral.
Enfoque y socios
Suiza apoya las continuas reformas en Asia Central desde comienzos de los años 90 y coordina estrechamente sus actividades con contrapartes implicadas.
La estrategia de cooperación 2022-2025 se aplica conjuntamente por la Agencia Suiza para el Desarrollo y la Cooperación (COSUDE) y la Secretaría de Estado de Economía (SECO).

Improving Community Resilience through Sustainable Livelihoods in the Rasht Valley, Tajikistan

The contribution to the Aga Khan Foundation project aims at improving the resilience of livelihoods of the remote rural communities of Rasht valley, vulnerable to climate change. The local population will get equitable access to water and sanitation and childcare services. The population and particularly women will get income generation opportunities and engage in management, regeneration and protection of their natural resources while adopting disaster risk reduction measures and practices.

The project is a contribution to and a strategic partnership with the Coalition of three major non-state actors in the promotion and strengthening of local governance in Kyrgyzstan. They will be financially and technically capacitated and empowered to play their role in advancing local democracy and local governance for the benefit of people in Kyrgyzstan. The partnership builds on over 10 years of Swiss support in local governance in Kyrgyzstan as well as on ownership by the government.
Adaptive and Resilient Communities in their Habitat Project (ARCH)

Effective management and prevention of Non-Communicable Diseases

Kyrgyzstan faces an increasing prevalence of non-communicable diseases and there are significant gaps in the health system to manage them. The Primary Health Care system should deliver equitable care and prevent hospitalizations with non-communicable diseases’ complications. The project contributes to Improve health and quality of life of the rural population through replicating the model of primary health care strengthening and promoting healthy behaviour among people in southern regions and two big cities.
«Bai Alai» Small Business and Income Creation in Alai and Chon-Alai

Alai and Chon Alai are two of the poorest regions in Kyrgyzstan. The project aims at increasing economic inclusion of producing households through increased income and employment, with the focus on women and youth. During this exit phase (III) the project capitalizes and disseminates good practices in apiculture and cattle, and continues activities handicraft and tourism value chains, until phasing out in May 2024.
Safe Drinking Water and Sanitation Management

The project will allow people to use safe and affordable drinking water as well as equitable sanitation and hygiene thereby progressing towards the achievement of Sustainable Development Goal (SDG) 6 in Tajikistan. Climate Resilient Integrated Water Resources Management in the Zarafshan River Basin in Uzbekistan

Medical Education Reform

The project is improving the quality of health services through well-trained health professionals. The exit phase will strengthen professional associations, modernize nursing education and establish an independent competency assessment centre. The Ministry of Health and Social Development delegated the competency development and assessment role to the Professional Associations, which are the key partners to implement the project’s interventions.
Access to Justice project in Tajikistan

This exit phase of the Access to Justice (A2J) in Tajikistan will solidify the free public legal aid system to vulnerable individuals with respect to their legal claims (e.g. child allowances, spouse support etc.). It will also entirely transmit the aid system to the state budget and to the institutional management by the Ministry of Justice of Tajikistan in order to achieve full financial sustainability of access to Justice for the most vulnerable ones.
Weather, water and climate services for resilient rural livelihoods and wellbeing in Tajikistan Project (WWCS)

The project is providing efficient weather, water and climate services for the rural population of Tajikistan, especially those highly vulnerable to climate change, and it will contribute to the improvement of their livelihoods and resilience. As a result, people in the project area will use accurate/timely forecasts and improve agricultural productivity, hence guarantee food security, effectively manage irrigation water and reduce vulnerability to hazards.

The project builds on Swiss expertise in monitoring and adaptation in alpine water and disaster risk management.
Facilitating Safe and Skilled Migration on the Central Asia - Russian Federation/Kazakhstan Corridor

Labor migration to Russia and Kazakhstan constitute a lifeline for millions of families in Tajikistan, Kyrgyzstan and Uzbekistan, but its poor regulation negatively affects its development benefits. The program aims at enhancing labor mobility governance along the Central Asia-Russia/Kazakhstan migration corridor. By facilitating pre-departure orientation and skills-matching interventions for prospective migrants, it will foster migrant workers’ protection and enhancethe livelihood perspectives for the poorest in Central Asia. The program builds on Swiss migration expertise and contributes to the strategic link between international cooperation and migration policy.
