From Education to Employment (E2E)
The E2E program supports direct labor market measures in 5 locations in Serbia, through Career Guidance and Counselling and an Opportunity Fund for companies and training providers targeting 12'000 young women and men, of whom 20% vulnerable. Based on Work Based Learning (WBL) that will generate a minimum of 625 decent jobs for young people, the program will contribute to the re-design of inclusive and innovative youth employment measures and policies.

Contexto | Despite positive changes in the labor market in Serbia and a decline of the unemployment rate to 13% in 2018 (2014 at20%}, youth unemplyment remains high at 30%, and as such among the highest in EU. The share of unemployed youth who are not in education, employment or training (NEET) rate is at 17% in 2018 (EU 28 average is 10% ). The position of young women in the labour market is worse than for young men. Youth unemployment is especially high in southem parts of Serbia. The Government budget for active labour market measures reaches only 3% of the unemployed. Therefore, a revision of the labour market measures and youth employment promotion is needed. |

Direct beneficiaries: young unemployed women and men (15-30 year of age, 50% female) including 20% disadvantaged youth (Roma, persons with disabilities, social assistance beneficiaries, long-term unemployed, youth in institutional care, victims of violence, young females) in five locations and surrounding areas. Private sector: Serbian small and medium enterprises. Public partners: five local broker organizations (CSO), Ministry of labour, employment, veteran and social policy, National employment service, Agency for qualifications. |

Outcome 1: Relevant national and local key stakeholders apply effective and evidencebased policies on youth employment and employability with increased performance capacities and diversified funding portfolio.
Outcome 2: Young jobseekers position themselves on the labor market with improved employment promotion measures and nonformal training offers required by the private sector in focus locations of Serbia.

Resultados previstos: Resultados de las fases anteriores: lmproved policy making process for youth employment - National yearly action plans for employment designed based on evidence and through an improved consultative process.
9'586 young women and men (52% females) accessed E2E ernployability measures like career counselling and work based learning.
590 young women and men (49% females) passed through work based learning training. 72% of young women and men are after 12 months still employed in the same sector as they were trained in and 24% hard to place youth stayed employed.
