Ukraine UNOCHA Humanitarian Fund 2022
After almost 8 years, the armed conflict in eastern Ukraine continues to significantly impact the local population with an estimated 3.4 million people that are in need of urgent humanitarian assistance and protection. To help address unmet emergency and humanitarian needs, respond to potential emerging needs, foster the resiliene of conflict-affected communities and strengthen the humanitarian-development nexus Switzerland contributes for one year to the Ukraine Humanitarian Fund (UHF).

- Provide emergency and time-critical assistance and ensure access to basic essential services for 1.8 million people affected by the conflict (including 144,000 lDPs), exacerbated by COVID-19.
- Respond to the protection needs and strengthen protection of 1.4 conflict-affected people, including IDPs, with due regard to international norms and standards.
- Ensure implementation of an international humanitarian exit strategy in GCA from 2021 to 2023.
- 750'000 people living in NGCA receive assistance
- 108'000 people receive immediate access to food assistance
- 1.5 million conflict-affected people have access to safe and adequate water, sanitation and hygience
- 118 of disrupted health facilities provided with essential medical equipment and supplies

Contexto |
Since its outbreak in March 2014, the conflict in eastern Ukraine affected over 5.2 million people, 2.9 million of whom are still in need of humanitarian assistance on both sides of the contact line. In the meantime, the conflict has transitioned to a stalemate, but shelling and skirmishes still regularly occur affecting heavily the population in the Donetsk and Luhansk oblasts. In addition, escalation in violence has been observed during 2021 and is highly likely to reoccurr due to ongoing political tensions and the build-up of Russian troops near the border with Ukraine, reigniting concerns over a potential invasion. Severe restrictions on movement due to Covid-19 have further increased the population’s vulnerabilities. Overall, the conflict-affected population has difficulties to sustain livelihoods and access food, while struggling with mental health and psychosocial challenges. |

Resultados previstos: Selected outputs derived from the HRP 2022 to which the UHF will contribute: Resultados de las fases anteriores: Since its establishment, the UHF has attracted over US$26 million from 13 different donors, including multilateral, bilateral and individual donors. In 2021, the UHF allocated US$10.5 million (11% of the HRP requirement) through the funding of 26 projects which were implemented by international NGOs, UN agencies and national NGOs, and benefitted over 175'000 people, including 100'000 persons residing in NGCA. The sectors which received the most funding were 1) protection, 2) WASH, 3) shelter. |

Coordinación con otros proyectos y actores | The UHF strengthens coordination of humanitarian assistance and the role of the Humanitarian Coordinator (HG) by promoting prioritization of interventions through the cluster system to ensure a principled response. It complements other humanitarian multilateral (ICRC, UNOCHA) and in-kind support (direct action) of SDC, particularly in the field of health, water and livelihoods. |
