Ukraine, Support to Ukraine Humanitarian Fund (UHF)
The Ukraine Humanitarian Fund (UHF), managed by UN OCHA, is a strategic tool available to pool donor contributions into a single fund enabling humanitarian partners to deliver timely, coordinated and principled assistance. Since the start of the full-scale invasion, the UHF has proven its capacity to provide critical life-saving responses, maximizing available resources and leveraging strategic operational improvements such as localization or women leadership.

- Provide principled and timely life-saving multi-sectoral assistance to internally displaced people, non-displaced war affected people and returnees, ensuring their safety and dignity;
- Enable access to basic services for internally displaced people, non-displaced war-affected people and returnees.
- 190’000 people will benefit from the provision of water and repair of existing water systems;
- 90’000 children will benefit from Mental Health and Psychosocial Support
- 35’000 at risk women & girls receiving dignity kits
- 70’000 m2 cleared from mines
- Winterization: 466’000 people receiving cash/ voucher assistance or fuel for winter needs, and 43 collective sites receiving repair assistance.
- 1.1 million people had access to health-care services
- 480’000 people had access to centralized water and heating systems
- 230’000 people supported with winter items, including solid fuel
- 190’000 people supported with transportation services, including persons with disabilities
- 100’000 people provided with specialized gender-based violence (GBV) services, including psychological support and legal aid

Contexto | Over two years into Russia’s full-scale invasion, Ukraine faces widespread destruction, displacement, and a severe humanitarian crisis, affecting over 14.6 million people in 2024. Needs are most acute in (north-)eastern and southern front-line areas, including occupied territories. The nearly 4 million internally displaced people (IDPs) face increased poverty and protection risks, especially those in collective sites. The crisis has strained Ukraine’s economy, heightened poverty, and caused trauma, especially among vulnerable groups such as women, children, and people with disabilities. Ongoing attacks on energy infrastructure heighten the risk of severe winter hardships and further civilian displacement. |
Objetivos | Address critical humanitarian needs in Ukraine, focusing on front-line and hard-to-reach areas, supporting vulnerable populations, and strengthening the role of local organizations in aid delivery through the provision of timely and flexible funding. |

The number of targeted people is adjusted annually depending on context development and available funding. The first standard allocation of 2024 targets 592’000 people, including 358’000 women and children; the 2024 Winter Response reserve allocation ($66Mio) targets 116’000 people; the second reserve allocation ($20Mio) targets urgent gap of local organizations conducting civilians’ evacuations. |
