Integrated Protection Response Along Frontline Communities and Throughout the Displacement Corridor in Ukraine


The project engages in direct protection of civilians and aims to improve the sustainability, effectiveness and coordination of Ukrainian NGOs operating in frontline communities and along the displacement corridor in Odesa, Mykolaiv, Kherson, Kharkiv, and Donetsk Oblasts. This involves maintaining the delivery of humanitarian aid, while introducing capacity building to improve the quality and safety of the service provision, as well as preparing local actors for early recovery.

Contexto Conflict-affected areas in Ukraine continue to suffer from airstrikes on energy infrastructure, as well as indiscriminate artillery shelling in frontline locations. Some regions face prolonged and recurrent emergencies while others are transitioning towards early recovery. Local volunteers, who bear a disproportionate risk in the humanitarian response architecture, have limited access to adequate psysical protection means and psycho-social support. There is also a significant gap in integrating protection measures throughout their activities. The project addresses these issues, providing civilians at the same time with enhanced and safer access to humanitarian services.
Objetivos To strengthen local response mechanisms that can effectively address the immediate needs of civilians affected by war and actively contribute to the resilience and recovery of communities.
Grupos destinarios Local partner organizations and the communities they serve, with a specific focus on individuals facing increased vulnerabilities.
Efectos a medio plazo

Outcome 1.1 To provide support to the local humanitarian actors, focusing on both individual volunteer resilience and institutional capacities.

Outcome 1.2 To enhance the capacity of selected local partners to access and mobilise resources.

Outcome 1.3 To increase linkages between humanitarian and early recovery work and to connect various support mechanisms.

Outcome 2.1 To increase access and safety to humanitarian services for people at risk.

Outcome 2.2 To increase programming leadership of local actors and localization practices.

Resultados

Resultados previstos:  

Output 1.1 Local organisations have increased capacity to identify and directly address community protection concerns.

Output 1.2 Selected sub-grantees (local NGOs) have increased capacity of protection programming, as well as managing grants to donor standards.

Output 1.3 Strengthen coordination across volunteer networks and within targeted communities through volunteer hubs.

Output 2.1 Direct NP protection for people at risk resulting in safer and enhanced access to and awareness of essential humanitarian services across the displacement corridor.

Output 2.2 Establishing a locally-led multisectoral consortium.


Resultados de las fases anteriores:  

  1. People at risk, people with special needs and frontline communities and/or de-occupied territories benefited from enhanced and safer access to humanitarian services.
  2. Collective proactive protection efforts by NP and frontline volunteer collectives resulted in reduced negative impact on conflict-affected communities.
  3. Capacities of self-sustaining local volunteer collectives to provide safer assistance to key communities were strengthened and enhanced.
