The Swiss Development Cooperation will contribute to the second phase of this UNDP project aiming at expanding economic opportunities for youth through skills development and improving the enabling environment for employment creation and business.  In parallel, the project supports the Eritrean Government in improving its migration governance capacities.

Contexto Eritrea is a low-income country ranking generally at the bottom end of international development lists; it is ruled by the Peoples’ front for Democracy and Justice (PFDJ). The Government slogan of “self-reliance” is linked to the country’s impression of being left alone by the international community (sanction regime in relation to Somalia). Thousands of Eritreans leave their country, high numbers to Switzerland. Most of them are young men. Swiss domestic politics called SDC to respond to the challenge and it was decided to invest in young Eritreans in their home country in order to improve their life. Most of the Eritreans flee their home country because they do not have real life perspectives. Remittances are extremely important for the survival of the Eritrean population.
Objetivos The overarching objectives of the UNDP project are to reduce unsafe migration from Eritrea and to increase income opportunities for youths. To achieve the objectives, the project creates employment opportunities and a more enabling business environment for young people to pursue their economic aspirations in the country and support the capacities of the Eritrean Government to improve its own migration governance.
Grupos destinarios The project primarily targets vulnerable young people. It intends to economically benefit 1200 youths. In Eritrea, youth age ranges from 15 to 40 years. The vulnerable young people, including women, are those that have had (i) prolonged economic shock and sustained exposure to a very low income and structural unemployment crisis; and (ii) loss of livelihoods due to the successive rainfall shortages in 2015 and 2016, with El Nino effects in 2017.  Religion or ethnicity will not be considered as criterias for project participation. The project will ensure gender balance to reduce income inequalities between women and men.
Efectos a medio plazo

Result Area 1: Development of relevant skills of young Eritreans leading to more sustainable livelihood perspective.

Result Area 2: Improvement of the enabling environment for employment creation and business

Result Area 3: Support to the Eritrean authorities in order to improve their migration management systems.

Result Area 4: Enhancing the diaspora contributions to capacity building in their home country.


Resultados previstos:  

  • Provide training to vulnerable youths and women and business start-ups to 70% of the trained
  • Cover more lucrative sectors, including select agricultural activities, such as livestock, and irrigation.
  • Advocacy for Government’s focus for progressive measures to support enterprise development and productivity at national and decentralised (zoba) level. This will include support to research and dissemination.
  • Dialogue and technical support in drafting action plans to address the improvement of business environment for better employment creation
  • Provide support to national institutions in order to develop an action plan for a comprehensive national migration policy.  

Resultados de las fases anteriores:  

  • 363 youths and women are presently employed; with 238 of them being graduates that have received business start-up kits. Of the 125 youths from 2015, 76% engaged in self-employment without project support; 24% are employed by others
  • The number of youths trained annually at the respective centres expected to triple by 2018:  i) Junior Centre in Asmara; ii) Keren Pottery Centre in Anseba; and iii) Barentu Youth Center in Gash Barka, iv) Mendefera in Debub and v) Adi Guadad in Maekel
  • Data produced in the first phase can inform new programmes to better align to active economic value chains.
