UN Women is the UN entity dedicated to gender equality and the empowerment of women. It was established to accelerate progress on meeting needs of women and girls worldwide. It coordinates and promotes the UN system’s work in advancing gender equality linked to the 2030 Agenda. UN Women is a key partner of Switzerland in ensuring progress on gender equality and SDG 5, a key objective of Switzerland’s strategies 2020-2023 on Foreign Policy and 2021-2024 on International Cooperation.

|Área de competencias||UN Women’s was established in 2010 with the main goal to achieve gender equality, the empowerment of all women and girls and the full enjoyment of their human rights. Switzerland has been supporting UN Women since its creation. In order to achieve that goal, UN Women is leveraging its triple mandate – i.e. normative, coordination and operational engagement - to lead, coordinate and promote the accountability of the United Nations system in progressing more effectively and efficiently towards achieving gender equality and women’s empowerment . It does so by working through UN system-wide mechanisms. Through its work, UN Women not only contributes to the achievement of Sustainable Development Goal (SDG) 5 (“Gender Equality”), but also the Agenda 2030 and its 17 sustainable goals as a whole given the cross-cutting character of gender.|
|Prioridades estratégicas de Suiza y de la organización||
The Strategy for International Cooperation 2021-2024 includes UN Women as one of Swiss development cooperation’s 16 priority multilateral development organisations. UN Women’s priorities and activities on gender equality and women’s empowerment further allign with the strategic priorities as outlined in the Swiss Foreign Policy 2020-2023 Strategy, and the FDFA Strategy on Gender Equality and Women’s Rights.The work of UN Women is guided by the Agenda 2030, the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Declaration and Platform for Action, and several resolutions of the United Nations on women’s rights, gender equality and the empowerment of women, which Switzerland ratified or fully supported.
The institutional partnership with UN Women is part of Switzerland systemic engagement with the United Nations Development System. Thanks to its position as one of the tops core funders of UN Women, Switzerland is able to influence the development of UN Women’s policies and strategies.
|Resultados del compromiso de la organización hasta la fecha||UN Women operates in a difficult and very polarized political context characterised by an increasing backlash against progressive multilateral engagement on gender equality. Nevertheless, UN Women achieved good performance on 83 per cent of all assessable 2018-2021 strategic plan indicators, delivering significant results for women and girls, including the following: 75 countries, home to 2.6 billion women and girls, have a stronger legal, regulatory and policy environment on women’s economic empowerment. 85 countries, home to 2.9 billion women and girls, have improved access to quality support services against violence. However, some of these hard won development gains have been put at risk by the on-going COVID 19 crisis, which has had dispriotional impact on women and girls. UN Women has remained engaged, focusing on the mitigation and elimination of gender-based violence, and ensuring that women and girls are included in socio-economic response packages. UN Women continues to invest in enhancing accountability and results based management mechanisms, including web-based applications built with Swiss support.|

Achievements at the Swiss level have been satisfactory. Swiss support to UN Women yielded the following key result at the systemic level:
· Strengthened commitment of UN Women to act as UNDS reform champion, including through enhanced cross-system collaboration and better reporting on joint results achieved;
· The consolidation of a strengthened and well-developed evaluation function (a revised evaluation policy was adopted in 2020), and the systematic addressing of the importance to strengthen RBM capacity
· The adoption of the first harmonized cost recovery policy of the 4 F&Ps in 2020 as a key element for future financial sustainability;
· The maintenance and positioning of the UN Women liaison office in Geneva, which is occupying a key gender mainstreaming function in international Geneva.
At the thematic level, Switzerland prioritized the areas of Women’s economic empowerment and gender based violence. By supporting novel work streams on gender and macroeconomics such as through the Swiss funded the joint ILO-UN Women Programme on Inclusive Growth, Switzerland helped strengthen the economic empowerment pillar of UN Women. The program’s approach timely for COVID-19 as it was referenced in the overall UN framework for the socio-economic response to COVID-19, as well as reflected in UN Women’s 2022-2025 strategic plan.
About 10% of Swiss core contributions were used by UNFPA to rapidly and flexibly respond to the COVID-19 crisis.
Switzerland enjoyed access to the highest policy decision making levels at UN Women thanks to its position as one of the top three core donors, and its continued investments in relationship building with UN Women.
|Efectos a medio plazo del compromiso actual de la organización||In its new 2022-2025 Strategic Plan, UN Women is focusing on integrated approaches and intersectionality to address the root causes of inequality, affect broader systems change and achieve transformative results for gender equality. The new strategic plan emphasis the centrality of generating, analyzing and using data to ensure evidence-informed actions are taken. With Switzerland’s influence, the new strategic plan puts a stronger focus on key UNDS aspects such as system-wide coherence, inter-agency collaboration and partnerships. The plan also forsees the acceleration of UN Women’s business transformation to enhance organisational effectiveness and efficiency. The implementation of the new strategic plan is a key prority of UN Women’s new Executive Director, together with boosting Women’s coordination role as well as increased engagement with programme countries (“pivoting to the field”). By funding innovative workstreams, such as on macroeconomics and gender, Switzerland has been able to support the expansion and further highlighting of the economic empowerment work stream in the new strategic plan. The objective is to take a similar approach to position Switzerland on next generation issues, in allignment with its overal multialteral engagement objectives.|

Switzerland will continue to engage with UN Women on the following topics, on the basis of a continued institutional dialogue, and through its participation in Executive Board meetings, with regard to achieving accelerated results on the SDGs and Agenda 2030 in the Decade of Action:
At the thematic level:
· Switzerland provides continued support to the strengthening of UN Women’s engagement on gender and inclusive growth.
· Switzerland supports initiatives on ending violence against women and girls, such as the UN Trust Fund to end Violence against Women and Girls, and engages in active advocacy on this subject.
· Switzerland explores the integration of cross-cutting themes as articulated in UN Women’s 2022-2025 Strategic Plan – such as climate justice, economic justice and rights, and data, technology and innovation for Gender Equality.
· Swiss positions are informed through feedback from SDC field offices and their collaboration with Un Women. Information from SDC HQ to the field contributes to a coherent approach towards UN Women.
At the level of organizational agility, efficiency and effectiveness:
· Switzerland supports improved institutional effectiveness, in particular evaluation and oversight, financial sustainability and financing for gender equality, and the completion of UN Women’s business transformation.
At the system-wide level:
· Switzerland continues to support UN Women’s implementation of the UNDS reform with a focus on inter-agency coherence and cooperation.
·Switzerland closely follows the 4 F+P’s monitoring and reporting on the reform implementation as well as on jointly achieved results with other agencies
