Phase 1 Solidarit'Eau Suisse 2022-2027
Access to safe water and sanitation affordable for all by 2030 according to the Sustainable Development Goal (SDG) 6 is substantially off track. The so-called SDG 6 Acceleration Framework adopted in 2020 by the UN, calls for fast results through increased efforts at all levels and by all relevant actors. Solidarit’Eau Suisse helps in mobilizing support from Swiss municipalities and other water-related public actors to implement Swiss projects in the water sector of the Global South.

Contexto | The ‘Solidarit’Eau Suisse’ (SES) initiative was launched by SDC in 2004 with the innovative idea to mobilize Swiss municipalities and cities to contribute 1 CHF Cent per cubic meter of fresh and waste water as a sign of solidarity with all those people and communities in the Global South deprived from access to drinking water and sanitation & hygiene facilities. Designed as a mandate and assigned first directly and later through a tender process, the same private Swiss company played the role of the Secretariat and ran the platform until end of 2018. In order to ensure the sustainability of SES, SDC initiated with its constituency a transformative process in order to stimulate ownership and a substantial buy-in from key plaxers to move towards a contribution logic. |
Objetivos | The primary desired impact remains as in the past the improvement of the living conditions of poor communities in the Global South by providing a secured access to safe and affordable fresh water as well as to affordable sanitation and hygiene services with direct and indirect benefits in particular for their health, education, and income thereby eventually contributing to better opportunities for a decent future and the achievement of SDG 6. |

The first 5 year phase under the new contribution modality and operational set-up shall allow to achieve the following outcomes: 1) Successful mobilization of funds from Swiss municipalities as an expression of the solidarity of Swiss people with communities in the global south in need of secured and affordable fresh water supply and of sanitation and hygiene services (target: average > 45’000 people benefitting per year). 2) Raised profile of the SES initiative - both in Switzerland and in locations where co-funded projects are being implemented - through a substantial expansion of the number of funding partners (municipalities) as well as the annual amount of funds collected and thereby contributing to the acceleration of the achievement of SDG 6. |
Resultados |
Resultados previstos: Based on the past functioning of the SES initiative and the adjustments made during the transition phase the following key outputs shall be tackled: 1) Successful implementation of new water related (WASH) projects benefitting at least 45’000 people in the Global South per year 2) Continuosly increased mobilisation of municipalities/cities and other Swiss actors to show their solidarity in the sector with the Global South (targeted increase: in average 5% per year) 3) Consolidation of the smooth running of the renewed SES platform and initiative through the 3 new decentralised regional secretariats in Switzerland with further buy-in from relevant actors in the water sector. Resultados de las fases anteriores: Since 2008, more than 650 Swiss municipalities have helped to raise in average more than 500 k CHF annually. Until end of 2021 a total of 7’557’000 CHF was raised through the SES platform / initiative. These funds were all invested into water related (WASH) projects implemented via Swiss NGOs which contributed to an estimated improvement of access to safe drinking water for about 502’000 people and to sanitation and hygiene services for about 147’000 people in the Global South. |

Coordinación con otros proyectos y actores | SES is closely linked to the first public-public city twinning arrangement between Lausanne and Nouakchott (Mauritania) supported in its initial phase through a separate CP of GPW; SES now plays a key role for the sustainability of this project. Similarly for the second twinning between Lugano and Hawassa (Ehtiopia) currently receiving initial funding from GPW through a separate CP, a gradual phasing- in of SES funds is meant to secure its future sustainability in the course of Phase 1. Additional relevant Swiss technical expertise is mobilized and synergies created in particular through the AGUASAN Community of Practice. |
