GAP: Local action to close gaps in humanitarian support today and to build resilience for tomorrow


This project improves access to essential services in vulnerable communities in Venezuela, while also helping people prepare for the future by strengthening  resilience and social cohesion. It supports local organizations so they can respond to humanitarian needs, prevent future crises, and continue their work sustainably despite the challenging environment for civil society.

Contexte Venezuela is facing a prolonged humanitarian crisis marked by institutional  collapse, hyperinflation, and widespread displacement. As of 2025, 7.9 million  people inside the country require urgent assistance, while 7.7 million  Venezuelans have migrated abroad. Critical needs in health, nutrition, water, education, and protection disproportionately affect vulnerable groups  such as children, women, elderly, and indigenous communities. At the same  time, civic space continues to shrink. Civil society organizations operate under increasing legal, financial, and political pressure, with regulatory measures  adopted by the government since 2020. In 2023, almost half of the organizations claimed to have been subject to harassment or persecution (PRODEMEHUM). In the same year, 524 attacks and incidents against members of civil society and human rights defenders perpetrated  by public officers have been reported (Center for Advocates and Justice). The reduction of international funding has further weakened their ability to respond effectively to the needs of people. In 2025, for example, the protection cluster  members reported reaching less than half the number of people served  the previous year due to funding cuts. In this challenging context, reinforcing local  capacities and ensuring sustained support are essential to not only deliver timely  and effective humanitarian assistance, but also prevent future needs and build  long lasting community resilience. 
Objectifs Strengthen vulnerable communities and local organizations in Venezuela by  addressing urgent needs, preventing future crises, and building long-term  resilience through locally led and sustainable solutions. 
Groupes cibles

Direct beneficiaries:
•  Approx. 172’000 (105’500f, 66’500m) people from prioritized Venezuelan communities. 

•  88 local and national non-governmental organizations. 

•  4  governmental public services institutions. 

•  At least 1’380 people from staff of local and national governmental and non-governmental organizations. 

 

Indirect beneficiaries:
People from vulnerable communities of the border states: Táchira, Zulia, Amazonas, and Apure. 

The indirect beneficiaries will be accurately identified once the entire baseline is available in the first months of implementation. 

Effets à moyen terme

1.  Improved access to quality basic services for prioritized populations in vulnerable communities. 

2.  Increased resilience and social cohesion of vulnerable communities through nexus-based and sustainable interventions. 

3. Strengthened programmatic and institutional capacities of civil society  organizations (CSO) that preserve their operational scope, improve their interventions, and increase their own funding resources.     

Résultats

Principaux résultats attendus:  

Outcome 1 

•  Humanitarian projects implemented in a planned, coordinated, and inclusive manner to address priority needs. 

•  Level of gender inclusion in the UN led humanitarian architecture is maintained.  

Outcome 2 

•  Initiatives have been established to promote social cohesion and inclusion. 

•  Access  to  sustainable livelihoods that consider the proper use of natural resources is increased. 

•  Strengthened primary public service  infrastructure and policies from governmental institutions. 

Outcome 3 

•  Local and national civil society organizations maintain safe spaces to coordinate, learn, share experiences and support each other to be more resilient. 

•  Local and national civil society organizations are trained to lead small projects that enhance their programmatic and institutional capacities with financial support  and technical assistance.

Coordination avec d'autres projets et acteurs Synergies are reinforced through coordination between humanitarian,  development, and human rights initiatives, and linking efforts of local actors. The private sector is also engaged, with Equilibrium BDC serving as technical and co-donor partner. The programme further connects with the Swiss Embassy’s peace and human rights efforts, and with the Protection and Disaster Risk Reduction proposed programmes of SDC in Venezuela. The proposal is also related to the SDC efforts to strengthening the Venezuelan Red Cross (VRC) through  International Federation of the Red Cross (IFRC). This integrated framework enables joint planning, resource sharing, and complementary actions in localization and nexus.
