SPAR: Strengthening protection and resilience in the context of human mobility. Single phase


This project supports people and communities exposed to migration-related  risks along the Colombia–Venezuela border. It helps strengthen their protection against violence, exploitation, abuse and family separation by improving access  to essential protection services. It also reinforces the capacities of communities, civil society organizations and local authorities—such as identifying risks, guiding people to  services and organizing local support to build community-led solutions and sustainable protection networks.

Contexte Venezuela continues to face a complex, multidimensional crisis marked by  internal displacement and cross-border migration, increasing protection risks—especially for women, girls, and children exposed to violence, exploitation, and  social exclusion. Limited access to essential services and weak institutional presence exacerbates these vulnerabilities. Recent trends along the Venezuelan–Colombian border show that six out of ten people on the move are returning to Venezuela, while four out of ten continue to leave; pendular movements and  internal displacement also persist as people seek safety, income, and basic  services. Many rely on informal or unsafe crossings, heightening risks of  violence and family separation, while non-state armed groups in regions such as Zulia, Táchira, and Apure further restrict mobility and undermine trust in protection systems.  Community networks and local authorities remain critical first responders, but their limited capacities constrain sustainable support. Strengthening community resilience and enhancing protection actors’ capacities is essential to safeguard at-risk populations and promote effective, context-sensitive responses. 
Objectifs Strengthen the protection and resilience of people and communities exposed to migration-related risks and challenges, focusing on the Colombia-Venezuela  border, through quality protection services and strengthened local and institutional capacities. 
Groupes cibles

Direct beneficiaries:  

  • Approx. 54’600 (35’740f, 18’860m) people exposed to migration-related risks and challenges from prioritized Venezuelan communities. 
  • 6 local and national non-governmental organizations working in the field of protection/migration. 
  • 2 governmental institutions: Ombudsman's Office and Council for the  Protection of Children and Adolescents. 
  • At least 700 people from staff of local and national governmental and non-governmental organizations. 

Indirect beneficiaries: 

People and communities facing migration-related risks in the border states of Táchira, Zulia, and Apure. The indirect beneficiaries will be defined once the full baseline is completed in the early months of implementation 

Effets à moyen terme

Outcome 1: People and communities exposed to migration-related risks and  challenges benefit from improved protection services and increased capacity to  respond to and prevent protection threats. 

Outcome 2: Civil society organizations and local authorities provide better quality protection services to people and communities, including specialized support in  gender-based violence and child protection.

Outcome 1 

  • Access to protection services for people and communities exposed to migration-related risks and challenges has been strengthened, including medical, psychosocial, and legal support. 
  • Communities are more knowledgeable about protection risks and rights and have developed community-based protection plans to prevent and respond to threats. 

Outcome 2 

  • Civil society organizations have strengthened capacities to lead, coordinate, and  implement protection activities. 
  • Local authorities have strengthened capacities to implement protection mechanisms, improving services for people and communities.

  • 1. International Rescue Committee (IRC): Is an international humanitarian organisation with over 90 years of experience and a presence in more than 40 countries. In Venezuela, since 2018, it has been implementing multisectoral operations in the areas of protection, health, nutrition, education, food security, livelihoods and ASH, with a special focus on border areas. 2. Danish Refugee Consul (DRC): is an international organisation that has been present in Venezuela since 2019, with a multi-sectoral and integrated approach covering Protection, Food Security and Livelihoods (FSL), Water, Sanitation and Hygiene (WASH), and Disaster Preparedness (DP). 3. Caritas Venezuela: Is a non- governmental advocacy and assistance organisation of the Catholic Church, established by the Venezuelan Episcopal Conference in 1997.


Coordination avec d'autres projets et acteurs The IRC will collaborate with UNIANDES and Caritas San Cristóbal, while the DRC will work with FUDEP, Caritas Guasdualito, and Construyendo Futuros, all of which have strong experience and access to target communities. Activities will  also be coordinated with Caritas Venezuela, Caritas Zulia, the Protection Cluster,  UN agencies (UNHCR, IOM, OCHA), civil society partners, relevant local authorities, and the Child and Adolescent Protection System and Ombudsman’s Offices. The programme aligns with the SDC localization programme and complements the Swiss Embassy’s peacebuilding and human rights initiatives. In addition, close coordination with SDC in  Colombia and its Regional Protection and Migration Programme will ensure  cross-border synergies, facilitate knowledge sharing amongst actors on both  sides and strengthen protection responses in border areas.
