Capacity building in Integrated Disaster Risk Management in Venezuela


This project creates greater resilience to disasters by strengthening the know-how and capacities of relevant institutions, and organizations for integrated disaster risk management in Venezuela by providing formation and training, in particular postgraduate level studies (Master), eight diploma courses for professionals and specifically adapted workshops for practitioners at community level. By enhancing formation and training capacities, moving from traditional disaster risk reduction to integrated disaster risk management, it is ensured that all phases of the disaster cycle are considered and everyone, especially vulnerable groups, are included.

Contexte Venezuela is highly vulnerable to natural hazards such as earthquakes, landslides, flooding, tropical storms and wildfires, with climate change increasing their frequency and severity. The country's geography makes it face very high exposure to disasters and extreme weather events, making it the third country in South America with the highest risk index1. Floods and storms have affected 60’000 people annually on average in the last 25 years. Extreme floods (like the Vargas flash floods, 1999) can lead to tens of thousands of deaths. From 2016 to 2022, Venezuela recorded 83,000 new internal displacements due to flood-related disasters2, those numbers are expected to increase. Despite efforts to improve disaster risk reduction over the years, Venezuela’s capabilities to reduce those risks remain limited. The responsible institutions for risk reduction and civil protection lack the scientific expertise and resources. University programs on disaster risk analysis and risk reduction measures have suffered from severe budget cuts and partly from brain drain. This has resulted in a shortage of up-to-date academic training and capacity building. The proposed higher education project aims at strengthening integrated disaster risk management by building capacities for a range of different actors and professionals working. Integrated disaster risk management is a comprehensive approach that systematically addresses all types and phases of disaster risk, prevention, mitigation, preparedness, response and recovery by involving all relevant stakeholders and sectors in coordinated actions.

Alliance of Research Center for Integral Risk Management (Centro de Investigación en Gestión Integral de Riesgos - CIGIR), Inter-American Center for Environmental Development and Research (Centro Interamericano de Desarrollo e Investigación Ambiental - CIDIAT) and the Institute of Geography and Natural Resource Conservation (IGCRN) of the University of the Andes (ULA), for educational content and activities also in collaboration with the Inter-American Development Bank (IDB), specialized programs of the University of the Andes and volunteer networks of firefighters National Association of Generals and Senior Fire Officers of Venezuela (Asociación Nacional de Generales y Oficiales Superiores de Bomberos de Venezuela- (ANGOSBVENBVEN) and civil protection Venezuelan Federation for Search and Rescue (“Federación Venezolana de Búsqueda y Rescate” - FEVESAR).

Swiss actors: Coordination with the Regional Hub in Lima, Swiss representations in Colombia and Haiti on activities and learnings relevant for the wider region (e.g. Symposium, diplomas for Venezuelan in other regions in Latin-American). Potential connection with the Regional Hub in Lima related to the project “Acción Anticipatoria” in Venezuela. Punctual coordination with national SDC projects focusing on protection and locally led cooperation.

Additionally, a strong applied linkage with the innovative project in the watershed of the river Chama (project title: RESI-CHAMA) that enables a handson learning process and does further strengthen the locally led cooperation for IDRM with the universities and civil protection.
