In America centrale la Svizzera promuove il buongoverno e il rispetto dei diritti umani, uno sviluppo economico inclusivo, l'adeguamento ai cambiamenti climatici e la gestione dei rischi di catastrofe. Dopo 40 anni di fruttuoso lavoro sul campo, la cooperazione bilaterale svizzera si ritirerà dalla regione alla fine del 2024, mentre l’Aiuto umanitario porterà avanti la propria attività in America centrale. Fino ad allora, la Svizzera mira a consolidare i risultati raggiunti e ad attuare un disimpegno responsabile e dignitosa.

Sebbene confinanti, il Nicaragua e l’Honduras devono affrontare sfide differenti. Dal 2018 il Nicaragua sta attraversando una profonda crisi sociopolitica ed economica, che ha gravi ripercussioni sul rispetto dei diritti umani e sta generando massicci flussi di migranti. L’Honduras, invece, sta lottando non solo contro l’aumento della povertà e dell’insicurezza alimentare, bensì anche contro le violazioni dello Stato di diritto e l’incremento della violenza, sempre più diffusa. L’impegno della Svizzera mira quindi non solo a prevenire la violenza e a rafforzare il rispetto dei diritti umani, ma anche a creare sbocchi economici per le persone colpite dalla povertà. L’America centrale è una delle regioni più esposte ai rischi naturali: è regolarmente teatro di catastrofi su larga scala, aggravati dai cambiamenti climatici. Per questo motivo, la Svizzera unisce le misure di adattamento ai cambiamenti climatici ai suoi sforzi per rafforzare le strutture della protezione civile nazionale e regionale.

Buongoverno e Stato di diritto

Rafforzare il buongoverno locale e la lotta alla corruzione

In Honduras, la Svizzera rafforza le strutture di governance locale nelle due regioni d'intervento prioritarie, il Golfo di Fonseca e la regione della Mosquitia, aiutando le popolazioni vulnerabili e le comunità indigene a partecipare alla gestione delle risorse naturali e allo sviluppo economico. La Svizzera collabora anche con alcune organizzazioni locali attive nel campo dei diritti umani per migliorare la protezione dei diritti economici, sociali e culturali della popolazione. In Nicaragua, nonostante una situazione sociopolitica molto precaria, la Svizzera promuove il rispetto dei diritti umani, il buongoverno e una cultura di pace.

A livello regionale, la DSC sostiene il lavoro del Tribunale interamericano per i diritti umani e della Commissione interamericana per i diritti umani in America centrale volti ad attuare le norme internazionali e ridurre l’impunità. Tra le sue priorità figurano i diritti socioeconomici della popolazione e l’accesso alle risorse naturali. Incoraggia anche la lotta contro la corruzione attraverso un sostegno specifico alla società civile e ai ministeri pubblici, compresa l’assistenza alla formazione di giudici e personale giuridico in Honduras e Guatemala.

Sviluppo economico

Rafforzamento delle piccole imprese

Le piccole imprese sono la spina dorsale dell’economia. In America centrale la Svizzera sostiene le filiere rurali come il cacao, gli anacardi, l’allevamento sostenibile e l’agroturismo. L’organizzazione in cooperative, il miglioramento della qualità dei prodotti e gli sforzi di commercializzazione possono aiutare le piccole aziende agricole e le piccole imprese rurali a incrementare il loro reddito. La Svizzera contribuisce anche a migliorare la situazione economica dei piccoli produttori, per esempio aiutando i ministeri competenti a sviluppare e attuare politiche nazionali di sostegno.

Inoltre, formazioni accessibili a tutti danno alle ragazze e ai ragazzi dei quartieri poveri e delle zone rurali migliori possibilità sul mercato del lavoro. In Honduras queste offerte sono rivolte ai giovani dei quartieri con un alto tasso di criminalità e quindi aiutano a prevenire la violenza.

Oggi, i cambiamenti climatici in questa regione si traducono in un aumento del rischio di uragani devastanti e lunghi periodi di siccità. La mappatura dei rischi, la pianificazione del territorio in funzione dei bacini fluviali e la gestione sostenibile delle risorse naturali permettono alle comunità locali di affrontare meglio le possibili conseguenze dei cambiamenti climatici.

Aiuto umanitario

Risposta rapida sul terreno, gestione del rischio di disastri, migrazione e protezione

In America Centrale, i fondi destinati all’aiuto umanitario contribuiscono a mitigare le conseguenze umanitarie legate alla crisi migratoria (Guatemala, Panama) e ai cambiamenti climatici. Per gestire i rischi in modo più efficiente e coordinato, l’aiuto umanitario sostiene lo sviluppo e l’attuazione di norme, strategie e piani locali, nazionali e regionali che permettano di adattarsi ai cambiamenti climatici e di ridurre il rischio di disastri, in linea con l’Accordo di Parigi (sul clima) e il quadro d’azione di Sendai (per la riduzione del rischio di disastri). Inoltre, in seguito alle gravi conseguenze dovute al forte aumento dei movimenti migratori nella regione, l’aiuto umanitario sostiene le organizzazioni locali nella fornitura di assistenza di emergenza alle e ai migranti.

Inoltre, la Svizzera mette regolarmente esperte ed esperti del Corpo svizzero di aiuto umanitario (CSA) a disposizione delle organizzazioni ONU attive nella regione.

Parità tra donne e uomini, buongoverno e gestione dei rischi

La parità tra donne e uomini è un elemento essenziale dello sviluppo sostenibile. Nei suoi programmi in America centrale la Svizzera si batte per un accesso equo alle risorse e alle conoscenze e promuove la partecipazione equilibrata di donne e uomini ai processi decisionali, contribuendo al contempo alla trasformazione degli stereotipi di genere.

Parallelamente, la Svizzera si concentra sulla promozione di un buongoverno inclusivo per contribuire a una cultura di pace. Rafforzare le istituzioni democratiche è una priorità dei suoi programmi, indipendentemente dalla loro impostazione tematica. Nell’ottica del disimpegno della cooperazione bilaterale, il rafforzamento dei processi partecipativi è di particolare importanza, compreso il controllo sociale delle politiche pubbliche da parte della società civile.

Data la vulnerabilità della regione ai cambiamenti climatici, la gestione del rischio di disastri aiuta a migliorare la resilienza delle popolazioni locali.

Approcci e partner

In America centrale la Svizzera adotta approcci che mirano a garantire l’efficacia e la sostenibilità del suo operato in vista di un disimpegno graduale e responsabile dalla cooperazione bilaterale nella regione. In particolare, concentra la sua azione su un territorio ben definito, si focalizza sulle cause principali della povertà (per fragilità; «out of fragility»), e adotta un approccio psicosociale tenendo conto in modo trasversale dell’impatto psicologico sui comportamenti sociali.

La Svizzera basa la sua azione su un approccio che coinvolge più parti contemporaneamente. Nonostante le condizioni talvolta difficili, persegue attivamente il dialogo con le istituzioni statali, così come con il mondo accademico e la società civile. In linea con gli Obiettivi di sviluppo sostenibile, le alleanze con i partner internazionali e le organizzazioni multilaterali sono promosse al fine di ottenere fondi per i programmi di cooperazione.

Strengthening Systems to Combat Corruption and Impunity in Central America

The program contributes to the reduction of corruption and impunity in the Northern Triangle of Central America, strengthens the anticorruption investigative and criminal prosecution capacities of the specialized units of the Public Prosecutors and reinforces the political lobbying of civil society organizations to promote institutional reforms.

Promoting respect for human rights is a foreign policy goal and pillar of Swiss international cooperation, as the denial of human rights is one of the main factors of poverty. With a multi-year contribution to the Geneva-based Office of the High Commissioner for Human Rights, focussing on selected geographic and thematic priorities, SDC will support this organisation to better play its key role in integrating human rights in sustainable development.


Supporting Civil Society Organizations in Nicaragua

A vibrant and resilient civil society is key to conflict transformation and restoring democracy in Nicaragua. Switzerland thus contributes to protecting the spaces and voices of civil society, and strengthens its capacity to generate reform proposals, promote an informed citizenship and stimulate a culture of peace. It does so by supporting four leading thinks tanks and academic institutes, and by contributing to a multi-donor basket fund designed to foster a civil society response to the socio-political crisis and to provide a platform for aid coordination. 


Strengthening Democracy, Human Rights and the Rule of Law in Nicaragua

The present proposal reaffirms Switzerland’s commitment to foster democracy, protect human rights and restore the Rule of Law in a fragile environment in Nicaragua. As a pillar of its exit strategy towards 2024, SDC supports and strengthens links between national and international human rights mechanisms in a WOGA approach together with the FDFA’s Political Directorate and the Embassies in the US and Costa Rica. SDC continues the dialogue with the government by offering training and advice on conflict transformation and dealing with the past.

Actors in the Central American cocoa value chain improve their productivity, establish public-private alliances, respect economic, social and cultural rights, and reduce their environmental impact. Thanks to the program 4,500 producer families will increase their net annual income by at least 10%, while 4,000 young adults and 2,000 women gain access to sustainable jobs. This will boost the local economy in the poor and peripheral areas in which cocoa is grown.

Innovation and dissemination of technologies for adaptation of agriculture to climate change – AGRIADAPTA

10'000 families in 19 municipalities of the country improve their food security and their situation of poverty by practising sustainable and climate-smart agriculture. The Project will provide resources so that small-hold farmers in environmentally degraded dry areas affected by climate change and variability develop capacities, exchange knowledge and apply technologies for climate change adaptation.


Territorial Economic Development Programme – PRODET

While the Las Segovias region has been marked by high levels of poverty, it is also characterised by its potential for economic development, albeit with only limited manufacturing activities. The programme will promote territorial economic development in ten municipalities and will contribute to benefit over 5000 microenterprises – owned mainly by women – and members of cooperatives from an increase in income by adding value to their products and through better sales due to improved access to markets.


Technical Assistance Medium Term Expenditure Framework, Phase III

The third phase of the MTEF program has two main objectives. First, it aims to meet the demands of the Nicaraguan authorities to strengthen their Medium Term Expenditure Framework (MTEF), and draw on the recommendations laid in the final external review and thus amplify the scope of the Nicaraguan MTEF model and allow the MTEF become a more useful policy making tool. Secondly, the project has a regional component, that focus on the needs of central american countries in this area, so as to contribute to the dissemination of MTEF systems, while learning and adopting the Nicaraguan good practices in the subject.

Citizen Security

The program supports the Security Ministry and the National Police of Honduras in professionalizing institutional processes with a focus on human rights and gender as well as on community policing. In the Gulf of Fonseca and La Mosquitia, the program consolidates local coordination mechanisms for violence prevention involving justice and security sector actors, local governments and civil society. During the exit phase, the aim is to institutionalize the achieved results.


Contribution to the country office of UN Human Rights in Honduras (United Nations High Commissioner for Human Rights)

UN Human Rights has established itself as the principal point of reference for critically positioning human rights in the public and political agenda of Honduras. It will continue to strive to provide protection of individuals and communities whose rights are at risk or denied, while also working to further develop institutions, laws and policies that effectively protect human rights. This will contribute to rule of law and providing the necessary framework for equitable and sustainable development.


Territorial Inclusive Economic Development in the Mosquitia region, department of Gracias a Dios

The Honduran Mosquitia is one of the poorest and most conflict-ridden region in the country. With the program, Switzerland promotes income for the indigenous population, improves food security and thus contributes to reducing migration and improving regional stability. In cooperation with the private sector the program generates 1000 net new jobs, seeks to increment the income of 1700 families by 5% per year (USD 360/year in 2020), and promotes an increase in public investment in the territory by at least 10% per year. 


Territorial water governance in the Gulf of Fonseca Region - phase II

The Program facilitates the empowerment of the Watershed Councils of the Nacaome, Choluteca and Sampile rivers in the Gulf of Fonseca Region in terms of their leadership and sustainable and participatory management of the water governance system. This contributes to collaborative processes and investments in the frame of the formulation and implementation of watershed plans, indirectly benefiting 500,000 inhabitants.
