NRC: Protection, humanitarian assistance and durable solutions for people affected by the armed conflict in Chocó and by the humanitarian crisis on the border Colombia-Venezuela


SDC will support NRC in reducing the vulnerability of the population affected by the ongoing armed conflict in Chocó and by the humanitarian crisis on the border Colombia-Venezuela. On one hand, responding to the impacts as a result of the prolonged crisis within Venezuela, the population is expected to develop the capacity to identify protection risks and strategies to mitigate them. On the other hand, as for the internal situation in Chocó in the frame of the victims’ reparation, the project seeks to promote their active participation in processes addressed to implement durable solutions.

Contesto

Despite the negotiations and the signed peace agreement, the armed conflict continues to affect communities in different departments of Colombia. In the case of Chocó, between January and September 2016, 110 events related to armed actions were registered between the ELN and the Gaitanistas Group (AGC), and violent actions from the public forces against these actors, particularly towards the ELN. In addition, in some of the areas that have historically been controlled by the FARC, there are communities victims who, within the framework of law 1448, have already initiated their collective reparation processes.

In Norte de Santander, Arauca and La Guajira, in addition to disputes over the control of illegal economy routes and illegal businesses related to illicit crops and drug trafficking, five Transitional Assembling Zones have been formed within the framework of the government-FARC peace process in Guajira (Fonseca), NdS (Tibú), Cesar (La Paz) and Arauca (Arauquita / Tame).

Finally, the effects of the humanitarian crisis in Venezuela exacerbate  this situation. The lack of food and to the access to medical assistance, procedures and medicines, and the complex political reality, causes that a significant number of Venezuelans and Colombians to continue crossing the border daily. According to Migration Colombia, in November 2016, 5,680,000 Venezuelan citizens entered to Colombian territory and 5,615,000 returned, of which at least 65,000 Venezuelans remain in Colombian territory (95% entered through Norte de Santander).

Obiettivi Reduce the vulnerability of the population affected by the armed conflict in Chocó and the humanitarian crisis on the border Colombia-Venezuela.
Gruppi target

Directly 11.650 conflict-affected persons of 24 municipalities (11 in Norte de Santander, 5 in Guajira, 3 in Arauca, and 5 in Chocó) belonging to 4 departments, whereas 53% are female and 47% male affected particularly by displacement and extreme poverty.

Additionally, the project will benefit indirectly to 6.000 people that represent the entire family nucleus of persons receiving legal assistance that benefit from emergency or transition humanitarian assistance.

The municipalities are the following:
-Norte de Santander: Cúcuta, Puerto Santander, Villa del Rosario, Tibú, Ocaña, El Tarra, Hacarí, Sardinata, El Carmen, La Playa y Teorama. (3.332 persons)
-Guajira: Maicao, Riohacha, San Juan, Fonseca, y Barranca. (1.852 persons)
-Arauca: Arauca, Arauquita y Saravena (2.222 persons).
-Chocó: Carmen de Atrato, Bagadó, Rio Sucio, Quibdó, Litoral San Juan (4.244 persons).

Effetti a medio termine 1. Children, Adolescents and Youth (CAY) and conflict/crisis-affected communities supported by the project increase their ability to stay safe and to identify schools as protective learning environments.
2. People affected by the conflict/crisis have increased their access to the right of humanitarian assistance provided by the state.
3. Communities affected by the conflict increase their access to the rights contemplated in collective reparation plans (recognition, dignification, citizen inclusion and reconstruction of the social fabric).
4. Children, Adolescents and Youth (CAY) supported by the project, increase their access to qualified education.
Risultati

Risultati principali attesi:  

 

-3’000 CAY receive emergency education assistance during crisis.
-620 teachers and community teaching agents are trained in EiE tools.
-School and community infrastructure built or improved in areas affected by armed conflict or border crisis (education, recreation, communal infrastructure, etc.).
-Persons affected by the conflict/crisis receive relevant, timely and up-to-date information, guidance and legal assistance in order to access to compensation (only in Chocó), emergency/transition humanitarian assistance and other assistance mechanisms.
-300 internally displaced persons receive training on their rights and authorities on their responsibilities in HLP, compensation, transitional or emergency humanitarian assistance or other assistance mechanisms.
-3’300 Out-of-school children identified with their assessed educational needs.
-1’980 CAY affected by conflict/crisis access bridge programs for school motivation (access / retention).


Risultati fasi precedenti:  

During the last phase, 6,749 people were beneficiated.
-1,743 people received information, orientation and/or legal assistance services.
-117 public servants were trained and 845 children, adolescents and youth (CAY) benefited from interventions in the area of education.
-3,798 children benefited from the interventions in Education in Emergencies in which 246 teachers and community leaders were coached.

The project indirectly benefited 2,240 people
-738 CAY benefited from the training of 246 teachers.
-254 CAY of Educational Institutions where pedagogical materials were delivered and 1,248 members of families benefited from legal assistance).

Through NRC’s advocacy, the indefinite extension of the apostille exception for birth registration of Venezuelan children of Colombians in some municipalities was achieved jointly with the members of the Migrant Network. Similarly, inputs for the design of the Humanitarian Response Plan 2017, achieving the prioritization of the Protection and Education sectors, were generated.
