Promoting efficient, affordable and clean cooling for everyone (PEACCE)
The Promoting Efficient, Affordable and Clean Cooling for Everyone (PEACCE) project contributes to mobilising global support and political will for scaling up sustainable cooling solutions in sub-Saharan Africa by supporting the Sustainable Cooling programme of the Sustainable Energy for All organisation. With its support, Switzerland aims to leverage its experience in passive cooling and nature-based cooling solutions both within sub-Saharan Africa and globally.

- Global and national political commitment to achieve sustainable cooling for all are fostered.
- Tailored country support to unlock investment in sustainable cooling is provided.
- The introduction, incubation and replication of solutions for sustainable cooling is catalysed.
- 30 new or enhanced political commitments or high-level statements launched by Governments, investors, public financiers, or development finance institutions that include concrete steps to implement new or enhanced policy or regulatory standards, increased finance, or new financial mechanisms.
- USD 30 million in additional financing is mobilized to support sustainable cooling initiatives, policies, and activities.
- 13 country-specific sustainable cooling plans, strategies, or equivalent are developed or enhanced.
- 2'200 people are trained or become aware of and more capable of using tools and knowledge to support access to sustainable cooling.
- 2 million people gain improved access to sustainable cooling and reduce their cooling access risks.
- 10,000 tonnes CO2 of emissions are reduced/avoided.
- 15 countries received technical assistance for the implementation of efficient, climate-friendly cooling policies (e.g. National Cooling Action Plan in Cambodia, Kenya, Ghana, Jordan, Pakistan, India and Vietnam), standards or programmes were developed (e.g. labels and minimum energy performance standards for room air conditioners, refrigerators, fans in Pakistan, Morocco, Tunisia, Nigeria, Chile).
- Out of the supported 15 countries, 9 submitted enhanced Nationally Determined Contributions (NDCs) with commitments on cooling.
- A total of 60 capacity-building sessions were delivered with a total of 11'615 participants.

| Contesto | In a warming world, access to sustainable cooling and cold chains, and the benefits they provide for health, nutrition, economic growth and climate change adaptation, is a development imperative and an urgent challenge that must be addressed as countries work towards achieving the Sustainable Development Goals. The Sustainable Energy for All (SEforALL) estimates in their "Chilling Prospects Report 2023" that there are over 1 billion people globally at high risk of heat stress due to a lack of access to cooling. The UNEP's Global Cooling Watch Report 2023 estimates that based on current policies, between now and 2050 the installed capacity of cooling equipment globally will triple, resulting in a more than doubling of electricity consumption, leading to emissions from cooling to surge to 6.1 billion tons of CO2eq in 2050 (10% of global projected emissions in 2050). Access to sustainable cooling is an increasingly urgent equity and social justice issue, tied to the resilience of communities on the front lines of the climate crisis. Whilst hotter temperatures are threatening lives and productivity, the financing available for cooling solutions typically focuses on technologies only affordable to those with middle- to upper-income living in higher-income geographies. |

Direct beneficiaries are national governments (ministries of energy, health and agriculture), city and municipal planners, civil societies, development finance actors and the private sector in the targeted countries. Indirect beneficiaries are people, including vulnerable groups, who live in the target countries and do not have access to cooling solutions. |
