Progetto concluso

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding allows UNHCR to improve the technical quality, integrity and capacity of its operations through the development of technical support activities, processes and mechanisms guaranteeing quality standards in UNHCR programmes.

Contesto UNHCR has a global mandate to lead and coordinate international efforts to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard their rights and well-being as laid down in the 1951 Refugee Convention and in the 1967 Protocol, which describe the rights of refugees, asylum seekers and stateless persons as well as the obligations of states.
Obiettivi

There is a high demand for technical expertise to further develope and implement projects in the field. With SDC support, the technical sections are developing tools and trainings to boost, increase and harmonize the capacity and practice of the technical staff of both UNHCR and of its implementing partners. 

Apart from the technical dimension, there is also the need to further develop political savviness, coordination skills and social dimension for the role. UNHCR works in a complex and highly political environment. Direct exposure to the humanitarian experience is paramount. 

Providing the HQ with necessary capacity to develop and put in place strong policies and quality monitoring and evaluation systems for shelter, livelihoods and domestic energy and cash transfer programmes.

Risultati fasi precedenti:  

In the Environment sector, there is consistent progress in internal technical policy development. Operations are better supported in assessment and in management plans. The second round review and inputs to the Common Vision for the UN System-Wide Strategies on the Environment has been completed. Collaboration with the WASH sector is enhanced to develop guidance for solid waste management and rain water capture. 

In Site Planning and Camp Management, three emergency deployments to Malawi, Tunisia and Libya led to results in: a) decongesting plans, b) planned settlements, c) building assessment and costing of plans. Development of the “Master Plan” approach ensuring integrated spatial settlement planning process. The expert has been an active driver for streamlining coordination between alternatives to Camp initiatives and the “Master Plan” approach in the Division of Programme Support and Management (DPSM).
