Le piccole imprese svolgono un ruolo importante per lo sviluppo economico e sociale di uno Stato. Creano posti di lavoro e contribuiscono in modo determinante al valore aggiunto del Paese. Per molte persone la creazione di una piccola impresa è addirittura l’unica possibilità per provvedere al proprio sostentamento. Per questo è fondamentale che il settore finanziario tenga conto anche delle necessità delle piccole imprese..

Obiettivi principali della DSC

La DSC sostiene istituzioni, iniziative e programmi per offrire un’ampia gamma di servizi finanziari alle piccole imprese (a seconda del Paese si tratta di aziende con 5-19 posti di lavoro), su una base economicamente sostenibile e che garantisca la copertura dei costi. A tal fine persegue due approcci che possono essere designati come «downscaling» e «upgrading».

  • Downscaling: le banche esistenti o altri prestatori di servizi finanziari, come le società di leasing, creano nuovi campi d’attività, linee di prodotti e canali di distribuzione specializzati in materia di servizi finanziari per le piccole imprese.
  • Upgrading: gli istituti di microfinanza esistenti sono messi in condizione di far fronte anche ai bisogni delle piccole imprese.

La DSC attribuisce inoltre grande importanza alla formazione del personale degli istituti finanziari e alla messa a disposizione di informazioni sui mercati.

  • Formazione del personale degli istituti finanziari: la DSC promuove l’acquisizione di competenze all’interno di istituti finanziari o in istituti di formazione e di consulenza specializzati. Gli istituti finanziari devono avere la possibilità di offrire alle piccole imprese servizi finanziari orientati alla clientela, redditizi e a condizioni di mercato.
  • Informazioni sui mercati: la DSC sostiene lo sviluppo di metodi e istituzioni che forniscano al mercato finanziario informazioni o servizi volti a migliorare le basi decisionali e la trasparenza, tra cui, per esempio, uffici di credito e agenzie di rating.

Contesto

Piccole imprese forti costituiscono un fattore importante non solo per una crescita economica equilibrata ma anche per la stabilità sociale e politica. Ciononostante è difficile che le banche prendano sul serio le piccole imprese di Paesi in via di sviluppo e in transizione in quanto clienti. La maggior parte degli istituti finanziari è interessata a concludere affari soprattutto con le grandi imprese.

I motivi sono da imputare, da un lato, ai costi relativamente elevati di una concessione di credito; dall’altro, ai rischi che corrono i creditori. Spesso gli istituti finanziari non sono sufficientemente informati sulla situazione specifica di un settore. Nel contempo, molte piccole imprese non dispongono di una contabilità trasparente, di riserve sufficienti e di garanzie adeguate. È quindi necessario procedere a una verifica relativamente onerosa prima che un credito venga concesso.

Sfide attuali

In molti Paesi le piccole imprese hanno solo un accesso limitato al credito e ad altri servizi finanziari a causa di insufficienti tecnologie di credito e dell’interesse spesso scarso degli istituti finanziari presenti sul posto. Per migliorare questa situazione occorre prestare maggiore attenzione alle necessità delle piccole imprese, che hanno bisogno di prodotti e servizi più flessibili e di maggiore qualità, di tecnologie di credito più adeguate e di competenze specifiche negli istituti finanziari. Oltre ai crediti, per le piccole imprese sono importanti anche altri prodotti e servizi come il leasing, il capitale di rischio e il traffico dei pagamenti. Una sfida particolare è quindi rappresentata dalla grande eterogeneità delle piccole imprese sia per quanto attiene ai settori sia per le dimensioni e il tipo delle imprese. Infine è anche importante che le piccole imprese migliorino la loro affidabilità creditizia grazie a una contabilità trasparente, a piani aziendali e ad altre misure.

Building Damage Assessment in Albania

8th Global Platform for Disaster Risk Reduction, Geneva, June 2025

The Global Platform for Disaster Risk Reduction is the most important international conference to discuss progress in the implementation of the Sendai Framework for DRR. The eighth session of the Global Platform will be hosted by Switzerland in Geneva in June 2025. It will review advances in the realisation of the calls to action made in 2023 by the United Nations General Assembly on the midterm review of the Sendai Framework and will be key for the identification and support of measures to accelerate DRR implementation and improve coherence with the Agenda 2030 and the Paris Agreement.


Appui aux Programmes PASEC et PACTE de la CONFEMEN (Conférence des Ministres de l’Education des Etats et Gouvernements de la Francophonie)

Addressing Climate and El Niño-related Risks in Southeast Asia

CABI PlantwisePlus

PlantwisePlus is a global programme that is supporting countries and farmers to predict, prevent and prepare themselves for plant health threats in a changing climate. This will allow farmers to reduce their crop losses and produce more and safer food using agroecological and climate-smart practices that safeguard human health and biodiversity. The programme is implemented by CABI, a leading intergovernmental research and development organization in plant health, with research facilities in Switzerland.


Programme d’Education Alternative des Jeunes (PEAJ) Phase 3

Plus de 50% d’enfants de moins de 15 ans, majoritairement des filles, sont hors école au Niger. La Suisse soutient, depuis 2015, le droit à une éducation de qualité inclusive pour ce public à travers une offre d’éducation alternative, adoptée par l’Etat nigérien en avril 2022. La troisième phase du programme mettra l’accent sur la mise à l’échelle du modèle et les stratégies de rétention des élèves défavorisés, via la responsabilisation des acteurs locaux et l’adaptation du milieu scolaire.
