Statement: Situation in Venezuela

The Federal Department of Foreign Affairs (FDFA) monitors the political and social situation abroad and issues specific position statements. The FDFA's positions are guided by the objectives, and priorities of Swiss foreign policy as set out, for example, in the Federal Constitution, the Federal Council's foreign policy strategy, and other thematic and geographical strategies.

Switzerland is monitoring the situation in Venezuela with concern. It has called for de-escalation, restraint and compliance with international law.

The attack on Venezuela of 3 January 2026 constitutes a violation of international law, in particular the principle of the prohibition of the use of force and respect for territorial integrity. There was no justification for this attack from the perspective of international law. The capture of Nicolás Maduro also violates international law. In particular, it is a violation of Venezuela's sovereignty, as well as a violation of Maduro's personal immunity. Switzerland is concerned about this violation of international law and the risk of setting a precedent.

Switzerland has also repeatedly offered its good offices to all sides and is endeavouring to find a peaceful solution to the situation.

On 5 January 2026, the Federal Council decided to freeze any assets held in Switzerland by Nicolás Maduro and other persons associated with him with immediate effect. The purpose of the freeze is to prevent any funds from being withdrawn and to enable future mutual legal assistance proceedings. The asset freeze does not affect members of the current Venezuelan government (see media release issued by the Federal Council on 5 January 2026).
