The United Kingdom and Switzerland intend to work more closely on fighting terrorism and crime. On 10 July, the head of the Federal Department of Justice and Police FDJP, Federal Councillor Karin Keller-Sutter, was in London to sign a Memorandum of Understanding to this effect with her British counterpart. She also signed an agreement on mutual access to the UK and Swiss labour markets in the event of a no-deal Brexit.

Croatian President Kolinda Grabar-Kitarović paid an official visit to Switzerland on Monday, 8 July. Relations between the two countries are good and this is reflected in the fact that around 30,000 Croatian nationals live in Switzerland and that some 300,000 Swiss tourists visit Croatia every year. Croatia is also Switzerland’s second most important trade partner in southeast Europe; last year, the volume of bilateral trade reached an all-time high. The visit by President Grabar-Kitarović took place prior to Croatia assuming the EU Council presidency for the first time.

AVIS28: a report to outline Switzerland's future foreign policy

The AVIS28 Working Group set up by Federal Councillor Ignazio Cassis in October 2018 submitted its report in Bern today. Entitled 'Switzerland in the world in 2028', the document analyses the challenges ahead and proposes a range of options for adapting Swiss foreign policy instruments to future realities. To consolidate Switzerland's position in an increasingly unstable world, the working group recommends developing a whole-of-Switzerland approach involving all national stakeholders, as well as a more targeted, better interconnected and more reactive foreign policy.

Record efficiency for a gas engine

At the end of May, the final meeting of the "Horizon 2020" project "GasOn" with the EU Commission took place in Brussels. The aim of this EU project was the further development of gas engines for cars and vans. Around 20 partners participated, including ETH Zurich and Empa as well as four European automobile manufacturers and well-known suppliers. Gas-powered vehicles generally emit less pollutants than petrol or diesel cars. They are likely to gain importance in the future due to their possibility of being powered by renewable energy.

ESA and EU member states highlight the importance of the space sector

Talks concerning multilateral cooperation focused on security in Europe and the work of the Organization for Security and Co-operation in Europe (OSCE). Mr Lajčák is the current Chairperson-in-Office of the OSCE. Slovakia also currently holds the presidency of the Visegrad Group (Slovakia, Czech Republic, Hungary and Poland) and will soon assume the chairmanship of the Organisation for Economic Co-operation and Development (OECD).

Towards a single charger for mobile telephones

The Federal Council today accepted the revision of two ordinances on telecommunications and electrical equipment. Federal Council adopts dispatch on automatic exchange of information in tax matters between Switzerland and EU

Today, the Federal Council adopted the dispatch on the agreement regarding the automatic exchange of information (AEOI) in tax matters with the EU and submitted it to Parliament for approval. The agreement was the subject of a consultation procedure from 27 May 2015 to 17 September 2015. Most of the participants welcomed the proposal.

Neuchâtel, According to figures from the Federal Statistical Office (FSO), the number of employed persons in Switzerland rose by 1.1% between the 3rd quarter 2014 and the 3rd quarter 2015. During the same period, the unemployment rate as defined by the International Labour Organisation (ILO) increased slightly in Switzerland from 4.8% to 4.9%. The EU's unemployment rate based on the ILO definition decreased from 9.8% to 9.0%.

With 19%, the universities show a higher percentage than the universities of applied science (14%) and the universities of teacher education (7%). The majority of these students come from neighbouring countries and are more dependent on financial support from their families than domestic students. Coronavirus: Further easing of entry restrictions from 8 June

The Federal Council is to further relax entry restrictions in connection with the coronavirus pandemic. The restrictions will be lifted in step with the reopening of the economy. From 8 June, the cantons will begin processing applications from workers from the EU/EFTA member states. In addition, Swiss companies will be allowed to employ highly skilled workers from third countries if this is in the public interest, or if they are urgently required. To benefit the domestic workforce, companies will again be required to give notification of job vacancies, a measure that was temporarily suspended during the lockdown. Lastly, the Federal Council plans to lift all travel restrictions and re-establish the free movement of persons across the Schengen area no later than 6 July. Border controls with Germany, Austria and France will be lifted as early as 15 June, as previously announced.

Securing access to research cooperation and funding programmes in Europe

Horizon Europe, the EU’s next Framework Programme for Research and Innovation, is due to start in 2021. Along with three other European initiatives, Horizon Europe forms the ‘2021–2027 Horizon package’. On 20 May 2020 the Federal Council adopted a dispatch on funding requesting Parliament to approve CHF 6,154 million in funding to secure Switzerland’s participation in the Horizon package. Provided Parliament approves this funding, the Federal Council and the EU will be able to renew their bilateral research agreement and secureSwitzerland’s continued and uninterrupted participation in the Horizon package as an associated state.

Coronavirus: Switzerland reaches agreement with Germany, Austria and France on opening borders

Switzerland plans to open all borders with Germany, Austria and France on 15 June 2020, if the epidemiological situation allows. Federal Councillor Karin Keller-Sutter has reached agreement on this move following talks with the interior ministers of these three neighbouring countries. Switzerland and EU adapt their insurance agreement

Switzerland and the EU have been adapting their Direct Insurance Agreement which has existed since 1989 to the new regulatory requirements. The mixed committee with representatives from both sides adopted the changes on 3 July 2018 and brought them into effect. Thereby the agreement is also in line with the future requirements of the Swiss insurance business.

The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. European Parliament’s PANA Committee to visit Switzerland

Switzerland once again a full member of partnership-funded EU innovation programmes

On 23 August, the Federal Council approved the agreements on Switzerland’s participation in the Eurostars-2 and the Active and Assisted Living research and development programmes. This means that Switzerland is once again a full member of both programmes and is co-financed by the EU. The programmes are particularly interesting for research-intensive SMEs looking to enter new European or global markets through cross-border cooperation. Switzerland’s participation in the AAL programme is one of the many measures that form part of the federal government’s Skilled Workers Initiative.

Linking of the Swiss and European emissions trading systems: big step forward

Switzerland and the European Union are preparing to link their emissions trading systems. The Federal Council approved the signing of the corresponding agreement at its meeting of 16 August 2017. The European Commission has also adopted proposals for the signature and ratification of the agreement and has submitted them to the Council of the European Union for approval. The agreement could be signed before the end of this year. Its ratification must then be approved by the Swiss and European parliaments.
