On 15 May the Federal Council opened consultation proceedings on the trade agreement with the United Kingdom and on an additional agreement extending the provisions of the trade agreement to the Principality of Liechtenstein. The agreements are intended to ensure to a large extent the continuation of existing trade relations after the UK’s departure from the European Union.

President Ueli Maurer travels to Poland to mark anniversary of diplomatic relations

European Innovation Council funding an interesting prospect for Swiss research institutions and businesses

As part of its current Framework Programme for Research and Innovation (Horizon 2020; 2014-2020), to which Switzerland is associated, the European Union has taken the decision to enhance the funding opportunities available through the European Innovation Council. A high-level delegation from the European Commission today presented the EIC’s funding instruments at an information event in Bern, and set out how Swiss research institutions and businesses can benefit, especially SMEs.

Temporary agreement to safeguard access to the labour market even in the event of a ’no-deal’ Brexit

At its meeting on 17 April, the Federal Council approved a temporary agreement with the United Kingdom on access to the Swiss labour market. The agreement will apply in the event of the UK’s disorderly departure from the EU. For a limited transition period, it would introduce simplified requirements for working in either country. In this way, the Federal Council plans to safeguard the interests of the Swiss economy with regard to the recruitment of British workers, and the ability of Swiss nationals to access the UK labour market.

State Secretary Hirayama at an informal EU ministerial meeting on research and innovation

On 2 and 3 April State Secretary Martina Hirayama, Director of the State Secretariat for Education, Research and Innovation SERI, will be attending an informal meeting in Bucharest (Romania) of ministers of EU member states responsible for research and innovation. At this event, which takes place twice yearly, ministers will discuss how the EU can promote excellence and at the same time encourage broad participation in research and innovation.

Linking of the Swiss and EU emissions trading systems: CO2 Ordinance revision enters consultation phase

On 25 March 2019, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) opened the consultation on the partial revision of the current CO2 Ordinance. The amendment is needed so that the Swiss and EU emissions trading schemes (ETS) can be linked. From 2020, emissions from civil aviation and fossil power plants will be included in the Swiss ETS, as is already the case in the EU. Linking the two schemes would enable companies in the Swiss ETS to trade in the larger EU emissions market.

Safeguarding relations between Switzerland and the UK in the field of migration post Brexit

At its meeting on 22 March the Federal Council took three decisions to safeguard good relations between Switzerland and the United Kingdom (UK) in the field of migration in the event of the UK’s disorderly withdrawal from the European Union (EU). Firstly the Federal Council opened consultation proceedings on the agreement on acquired rights, which has already been signed. It also adopted a revision of the Ordinance on Admission, Period of Stay and Employment (ASEO) with a separate quota for UK nationals. Lastly the Federal Council decided that UK nationals would be exempt from the requirement to obtain a visa to enter Switzerland after the UK’s withdrawal from the EU.

Federal Council initiates consultation on amendments to AEOI legal basis

Recommendations of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) are thereby to be implemented.

Signing of agreement between Switzerland and the UK on citizens’ rights

Quotas for UK citizens in the event of a disorderly withdrawal from the EU

The Federal Council aims to safeguard its close bilateral relations with the United Kingdom after Brexit. At its meeting on 13 February, it decided on arrangements for the admission of British citizens in the event of the United Kingdom’s disorderly withdrawal from the European Union. A separate quota of permits will be made available for British citizens who wish to come to Switzerland to work after 30 March 2019. The Federal Department of Justice and Police (FDJP) will draft amendments to the Ordinance on Admission, Period of Stay and Employment (ASEO) by the end of March.

At its meeting on 28/29 September 2016 the ETH Board made key decisions in order to invest in strategic research areas which are crucial for Switzerland. It also discussed the current implementation status of the Mass Immigration Initiative. In the view of the ETH Board, the National Council’s recent decision lays the foundations for the Croatia protocol to be quickly ratified by the Federal Council so that Switzerland could remain within Horizon 2020.

Federal Council amends Heavy Vehicle Charge Ordinance

During its meeting today, the Federal Council amended the tariffs for vehicles which are subject to the mileage-related heavy vehicle charge (LSVA). The new tariffs will enter into force on 1 January 2017. In this way, the decisions to promote the shift of transalpine goods transport which the Federal Council took in principle with the 2015 report on the transfer of traffic will be implemented.

New funding programme to serve as launch pad for Swiss start-ups

This autumn, the European Space Agency (ESA) and the State Secretariat for Education, Research and Education (SERI) will open an ESA Business Incubation Centre (ESA BIC) in Switzerland. In addition to technical expertise and business-development support, ESA BIC Switzerland will also provide start-ups with up to EUR 500,000 in funding, which makes this a very interesting programme for young Swiss companies. The programme aims to support innovation in the space industry and the transfer of space technology to other fields.

President receives British Minister of State for Trade Policy

Discussions also covered the outcome of the UK referendum to leave the EU, and its impact on the country’s future trade policy. The Federal Council extends the interim solution for Erasmus+ until the end of 2017

Swiss Labour Force Survey in 2nd quarter 2016: labour supply – 1.6% increase in number of employed persons; unemployment rate based on ILO definition rises slightly to 4.3%

Neuchâtel, The number of employed persons in Switzerland rose by 1.6% between the 2nd quarter 2015 and the 2nd quarter 2016. During the same period, the unemployment rate as defined by the International Labour Organisation (ILO) increased slightly from 4.2% to 4.3%. The EU's unemployment rate decreased from 9.5% to 8.6%. These are some of the survey results from the Federal Statistical Office (FSO).

Foreign ministers of German-speaking countries discuss European issues and advocate closer cooperation on European security

They discussed the state of ongoing talks between Switzerland and the European Union on a mutually acceptable solution to implementing Article 121a of the Federal Constitution with the framework of the existing Agreement on the Free Movement of Persons.

Coronavirus: Further easing of entry restrictions from 8 June

The Federal Council is to further relax entry restrictions in connection with the coronavirus pandemic. The restrictions will be lifted in step with the reopening of the economy. From 8 June, the cantons will begin processing applications from workers from the EU/EFTA member states. In addition, Swiss companies will be allowed to employ highly skilled workers from third countries if this is in the public interest, or if they are urgently required. To benefit the domestic workforce, companies will again be required to give notification of job vacancies, a measure that was temporarily suspended during the lockdown. Lastly, the Federal Council plans to lift all travel restrictions and re-establish the free movement of persons across the Schengen area no later than 6 July. Border controls with Germany, Austria and France will be lifted as early as 15 June, as previously announced.

Securing access to research cooperation and funding programmes in Europe

Horizon Europe, the EU’s next Framework Programme for Research and Innovation, is due to start in 2021. Along with three other European initiatives, Horizon Europe forms the ‘2021–2027 Horizon package’. On 20 May 2020 the Federal Council adopted a dispatch on funding requesting Parliament to approve CHF 6,154 million in funding to secure Switzerland’s participation in the Horizon package. Provided Parliament approves this funding, the Federal Council and the EU will be able to renew their bilateral research agreement and secureSwitzerland’s continued and uninterrupted participation in the Horizon package as an associated state.

Coronavirus: Switzerland reaches agreement with Germany, Austria and France on opening borders

Switzerland plans to open all borders with Germany, Austria and France on 15 June 2020, if the epidemiological situation allows. Federal Councillor Karin Keller-Sutter has reached agreement on this move following talks with the interior ministers of these three neighbouring countries. She advised the Federal Council of the agreement at its meeting on 13 May 2020.

Federal Councillor Ignazio Cassis visits Samos refugee camp and meets new Greek Minister of Foreign Affairs

Switzerland and EU adapt their insurance agreement

Switzerland and the EU have been adapting their Direct Insurance Agreement which has existed since 1989 to the new regulatory requirements. The mixed committee with representatives from both sides adopted the changes on 3 July 2018 and brought them into effect. Thereby the agreement is also in line with the future requirements of the Swiss insurance business.

Switzerland and France give go-ahead to implementation of EuroAirport agreement

At their first meeting, Federal Councillor Ignazio Cassis and French Foreign Minister Jean-Yves Le Drian brought the issue of the tax regime at Basel-Mulhouse (EuroAirport) to a conclusion: the agreement regulating Swiss companies operating at EuroAirport will be applicable from next year. The two foreign ministers' working meeting also focused on other bilateral issues, the situation in Europe and Switzerland's policy with regard to the EU.

EU-Switzerland Financial Regulatory Dialogue held in Bern

The Swiss State Secretariat for International Financial Matters and the European Commission held their 2017 Financial Regulatory Dialogue on October 19 in Berne. The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. Participants included staff from the European Commission, European Supervisory Authorities, Single Resolution Board, the Swiss federal administration, the Swiss National Bank and the Swiss Financial Supervisory Authority FINMA.

European Parliament’s PANA Committee to visit Switzerland

Switzerland once again a full member of partnership-funded EU innovation programmes

On 23 August, the Federal Council approved the agreements on Switzerland’s participation in the Eurostars-2 and the Active and Assisted Living research and development programmes. This means that Switzerland is once again a full member of both programmes and is co-financed by the EU. The programmes are particularly interesting for research-intensive SMEs looking to enter new European or global markets through cross-border cooperation. Switzerland’s participation in the AAL programme is one of the many measures that form part of the federal government’s Skilled Workers Initiative.

Linking of the Swiss and European emissions trading systems: big step forward

Switzerland and the European Union are preparing to link their emissions trading systems. The Federal Council approved the signing of the corresponding agreement at its meeting of 16 August 2017. The European Commission has also adopted proposals for the signature and ratification of the agreement and has submitted them to the Council of the European Union for approval. The agreement could be signed before the end of this year. Its ratification must then be approved by the Swiss and European parliaments.
