Bern, The Federal Council recommends the rejection of the "Stop mass immigration” Initiative, which is being put to a popular vote on 9 February 2014. The initiative calls for quotas for all foreign nationals. This would be a reversal of the current proven system of admission and would make it difficult for businesses to recruit the staff they require from abroad. Furthermore, it would jeopardise the bilateral agreements and consequently relations with the European Union.

Bern, 31.10.2013 - The Eurostars 2 funding programme, launched in Brussels on October 30 2013, is the European funding programme to support innovative small and medium-sized enterprises (SMEs) in carrying out market-oriented research. An assessment of the first Eurostars programme 2008-2013 shows that Swiss SMEs that engage in cross-border research and development greatly benefit from the programme.
Bern, 30.10.2013 - At its meeting today, the Federal Council took note of the results of the consultation on the third series of corporate tax reforms interim report. What is expressed in the opinions is that the approach is supported by all of the cantons and the majority of the associations consulted. The project organisation for the third series of corporate tax reforms will now draw up a final report based on these results and will submit its proposals on the further course of action to the Federal Council.

Bern, 23.10.2013 - The Federal Council has issued a dispatch on the federal popular initiative entitled ‘Stop overpopulation – safeguard our natural environment’. Parliament is requested to put the initiative to the vote among the electorate and cantons, with the recommendation to reject the proposal. Furthermore, no direct counter-proposal to the initiative is made. When it presented its discussion paper on 29 May 2013, the Federal Council was already of the opinion that the objectives and content of the initiative could not be reconciled either with Switzerland’s current immigration policy nor with Swiss practice in international development cooperation.
Bern - Ende August 2013 lebten insgesamt 1 864 699 Ausländerinnen und Ausländer in der Schweiz. Das sind 23,2 Prozent der gesamten Wohnbevölkerung. Im Vergleich zum Vorjahr sind dies 60 148 Personen (+3,3%) mehr. Die meisten von ihnen stammen aus den EU-27/EFTA-Staaten (1 230 513, 66%). 67 668 Ausländerinnen und Ausländer sind zwischen 1. September 2012 und 31. August 2013 aus der Schweiz ausgewandert (in der gleichen Zeitspanne 2012: 67 757).

Schneider-Ammann, head of the Federal Department of Economic Affairs, Education and Research EAER, met European Commissioners László Andor (Employment, Social Affairs and Inclusion) and Karel De Gucht (Trade). Discussions focussed on the issues of the free movement of persons and economic relations.

Last June the Federal Council instructed the Federal Department of Foreign Affairs (FDFA) to draw up draft terms of reference for negotiations with the European Union on institutional matters. Today the Federal Council adopted the draft and sent it to the Foreign Affairs Committees and the cantons. The social partners are being informed.

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
Bern, The Federal Council wants to consolidate the bilateral approach to its relations with the European Union. To achieve this, the institutional structure of Swiss-EU relations in the area of market access must be renewed. For this reason, the Federal Council has decided to pursue a medium-term strategy and has appointed the Federal Department for Foreign Affairs (FDFA) to create a draft negotiation mandate by the time the Federal Council resumes work after the summer recess.
Bern, Today in Bern, Federal Councillor Eveline Widmer-Schlumpf and EU Commissioner Algirdas Šemeta held talks on unresolved tax issues. In the area of business taxation, Switzerland reaffirmed its willingness to adjust certain tax regimes provided the EU dispenses with defensive measures against Switzerland. Regarding the automatic exchange of information, Finance Minister Widmer-Schlumpf stressed the importance of a global standard.

Two decisions were adopted at the 4th meeting of the Switzerland/European Union Statistical Committee (Joint Committee) which took place in Geneva. One replaces Annex A of the bilateral agreement in the field of statistics with the European Union (EU) whereas the second approves the specific Switzerland/EU annual statistical programme for 2013. These decisions were approved by the Federal Council and enter into force immediately.

In a year’s time, the Gotthard base tunnel will be inaugurated. At 57 kilometres in length, it will be the world’s longest tunnel. Today in Lucerne, transport minister Doris Leuthard started the countdown to the ceremony. On 1 June 2016, the official state occasion will take place, and the following weekend, a large-scale celebration will be held to thank the public.

Didier Burkhalter, head of the Federal Department of Foreign Affairs, received Italian Foreign Minister Paolo Gentiloni for official talks in Bern today, and praised the excellent relations between the two countries. Among the topics discussed by Mr Burkhalter and Mr Gentiloni were Expo Milano 2015, the opening of the Gotthard base tunnel in 2016 and the significance of the New Transalpine Rail Link, progress made on fiscal and financial matters, and Switzerland's policy on the EU. The two ministers also discussed international matters, specifically migration policy and the situation in North Africa and the Middle East.
Bern, The Head of the FDFA, Federal Councillor Didier Burkhalter, received the Irish Minister for Foreign Affairs, Charles Flanagan, for an official visit to Bern on Wednesday 6 May 2015. Their talks focused on bilateral relations, the EU and Switzerland's policy on Europe. They also discussed cooperation within international bodies, particularly the UN, and the situation in the Middle East.

In spite of the difficult environment in the wake of the adoption of the immigration initiative, the ETH Domain was able to successfully fulfil the mandate of the Federal Council and Parliament. The attraction of the two Federal Institutes of Technology in Zurich and Lausanne continues unabated: with more than 28,500 students and doctoral students, a new record value was reached in 2014. In terms of knowledge and technology transfer, the ETH Domain with ETH Zurich, EPFL and the four research institutes PSI, WSL, Empa and Eawag also climbed record heights. However, if the ETH Domain is expected to be able to fulfil its mandate for the benefit of Switzerland as a centre of knowledge and industry, it is absolutely dependent on optimal parameters. These include planning security, stable basic funding and international openness.

Today in Athens, State Secretary Jacques de Watteville and the Greek Minister of State Nikos Pappas resumed the discussions on unresolved tax issues which had been suspended a year ago. Switzerland and Greece wish to strengthen cooperation to combat tax crime. Within this framework, both sides discussed particularly the preparation of the planned automatic exchange of information from 2017/2018.
Neuchâtel, 23.03.2015 - (FSO) - The number of foreign cross-border commuters working in Switzerland increased by 8600 persons (+3.1%) in 2014. Just over half of the cross-border commuters (52.4%) were resident in France, around a quarter (23.7%) were resident in Italy and a fifth in Germany (20.4%). In Ticino, the proportion of commuters out of all employed persons was highest at 26.2%. These are the findings of the Cross-border Commuter Statistics, conducted by the Federal Statistical Office (FSO) on a quarterly basis.

Switzerland has been admitted to phase 2 of the peer review. Such was the conclusion of the Global Forum in its report published today on the statutory framework necessary for Switzerland for administrative assistance in tax matters. The decision recognises Switzerland's efforts to comply with the international standard for the exchange of information upon request. Phase 2 of the peer review on the practical implementation of Switzerland's system should start in the fourth quarter of 2015.

Their talks focused on bilateral relations one year after the adoption of a joint declaration on closer cooperation, Switzerland's enlargement contribution to reduce economic and social disparities in the enlarged European Union (EU), and the two countries' relations with the EU.

Today, Federal Councillor Eveline Widmer-Schlumpf and Italian Finance Minister Pier Carlo Padoan met in Milan and signed a Protocol of Amendment to the double taxation agreement and a roadmap for continued dialogue on financial and tax issues. The agreement will improve relations between Switzerland and Italy in the area of finance and taxation after years of controversy and simplify the regularisation of untaxed assets before the automatic exchange of information is introduced.

The report provides an overview of Swiss foreign policy and gives an account of Switzerland's most important foreign policy activities in 2014. The integration of greenhouse gas emissions from the aviation sector into the emissions trading scheme (ETS) is a necessary step in order to link the Swiss and European schemes. At its session on 2 June 2017 the Federal Council approved the Ordinance governing the acquisition and reporting of data from the aviation sector. In line with the intention of the European Union, it is only domestic flights in Switzerland or flights from Switzerland to member states of the European Economic Area (EEA) that are concerned.

The withholding tax agreement between Switzerland and the United Kingdom will be terminated on 1 January 2017. The agreement between Switzerland and the EU on the automatic exchange of information in tax matters will enter into force on that date. On 14 November 2016, Switzerland and the United Kingdom signed a corresponding agreement in London to ensure a smooth transition between the two models.

Today, the Federal Council adopted the dispatch on the introduction of the automatic exchange of financial account information with Iceland, Norway, Guernsey, Jersey, the Isle of Man, Japan, Canada and the Republic of Korea, and submitted it to Parliament for approval. The proposal met with widespread approval in the consultation.

During its meeting today, the Federal Council adjusted the Financial Market Infrastructure Ordinance. The transitional periods for financial market infrastructures were extended by a year in line with developments in the EU.
The electorate of the United Kingdom has voted to leave the European Union in a referendum. The current regulations regarding Swiss citizens and companies will remain valid for the time being. A list of answers to frequently asked questions is available on the website of the DEA.

With the gathering this morning of the one thousand randomly selected representatives of the public for the first trips through the Gotthard Base Tunnel (GBT), the opening festivities for the world's longest railway tunnel have begun. For the festival involving half a dozen heads of state and government, everything is ready. More than 2,000 individuals from the army, police, federal government, Swiss Federal Railways, AlpTransit Gotthard (ATG) and private companies are in action. In addition, 300 media professionals have been accredited from around 20 nations, including the USA, Canada, China, Japan, Kuwait and Chile as well as Switzerland's neighbouring countries.

Federal Councillor Doris Leuthard met the transport ministers of the Alpine countries today as part of the Zurich Process. The conference was held in Lugano this year to mark the opening of the Gotthard Base Tunnel. Transport ministers from the Alpine countries meet regularly to discuss issues of transport safety as well as the modal shift policy. The presidency passed from Slovenian infrastructure minister, Peter Gašperšič, to his Italian colleague Graziano Delrio.

Today, Switzerland and the European Union (EU) have signed two agreements on Switzerland's participation in EUCAP Sahel Mali, the EU's civilian mission for the reform of the security sector in Mali, and in EUAM Ukraine, the EU advisory mission for civilian security sector reform in Ukraine. These two agreements form the basis for the secondment of Swiss civilian experts to these missions.
