The new social security convention with the United Kingdom will be applicable provisionally from 1 November 2021. It coordinates the social security systems of the two contracting states as the CH-EU Agreement on the Free Movement of Persons is no longer applicable as a result of Brexit.

During a working visit to Greece, Federal Councillor Karin Keller-Sutter met Minister of Migration and Asylum Notis Mitarachi and Deputy Minister for Citizen Protection Eleftherios Oikonomou on 22 October. The head of the Federal Department of Justice and Police (FDJP) also visited a shelter for unaccompanied minor girls in Athens and the Mavrovouni camp on the Greek island of Lesbos.

Switzerland is currently a non-associated third country in terms of the EU Framework Programme for Research and Innovation “Horizon Europe” and related programmes and initiatives. Under this status, researchers and innovators in Switzerland can participate in roughly two thirds of the programme. However, they do not receive funding from the European Commission. On 20 October, the Federal Council instructed the EAER to provide direct funding to the players concerned and approved the necessary credit reallocations. In addition, it has instructed the EAER, in cooperation with the FDF, to examine possible complementary and replacement measures to strengthen Switzerland's standing as a location for research and innovation.

Switzerland will be treated as a non-associated third country in Horizon Europe, the EU Framework Programme for Research and Innovation, and related programmes and initiatives until further notice. Under this status, researchers in Switzerland can still participate in most collaboration projects, but are excluded from individual projects. On 17 September, the Federal Council therefore decided to initiate transitional measures until Switzerland achieves its stated aim of full association.

On Monday 13 September, Switzerland hosted a high-level conference in Bern as part of the South East European International Institute for Sustainable Technologies (SEEIIST) project. Federal Councillor Ignazio Cassis attended the conference alongside seven ministers and representatives from ten countries of south-eastern Europe. The SEEIIST project seeks to develop a regional centre of excellence in south-eastern Europe for biomedical research into cancer therapy. At the event, the head of the FDFA restated Switzerland's readiness to facilitate dialogue between the various partner countries for the creation of such a facility.

On Thursday, 9 September, the Romanian president Klaus Iohannis met with President Guy Parmelin during an official visit to Switzerland. The discussions at Lohn Manor were also attended by Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), and Romanian Foreign Minister Bogdan Aurescu. The talks focused on economic and scientific cooperation, the European policies of both countries and international security issues.

Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), will be a guest speaker at the Hungarian Ambassadors' Conference in Budapest on 27 August. In his address, he will outline the guidelines and thematic focus areas of Switzerland's foreign policy strategy. Mr Cassis will also meet in Budapest with Minister of Foreign Affairs and Trade Péter Szijjártó and Minister of Justice Judit Varga, whose portfolio includes EU affairs.

During its meeting on 11 August 2021, the Federal Council adopted the dispatch on the new frontier workers agreement between Switzerland and Italy. The agreement significantly improves the current regulation on the taxation of frontier workers and contributes to maintaining the good bilateral relations between the two countries.

The Federal Department of finance is forging ahead with work on a new corporate taxation proposal entitled tax proposal 17 (TP17). It was decided during the steering body's kick-off meeting that cities and communes would be closely involved in preparing the new version.
Neuchâtel, (FSO) – The number of foreign cross-border commuters working in Switzerland increased by 11,300 persons (+3.7%) in 2016. Just over half of the cross-border commuters (54.9%) were resident in France, around a quarter (22.6%) were resident in Italy and a fifth in Germany (19.3%). In Ticino, the proportion of commuters out of all employed persons was highest at 27.1%. These are the findings of the Cross-border Commuter Statistics, conducted by the Federal Statistical Office (FSO) on a quarterly basis.

Pascale Baeriswyl will take over the coordination of Switzerland’s negotiations with the European Union (EU) from Jacques de Watteville. During its session on Wednesday 22 February 2017, the Federal Council tasked the State Secretary of the Federal Department of Foreign Affairs (FDFA) with pursuing the coordination of the discussions with the EU, together with the negotiators in charge of different dossiers, as of 1 April.

On 8 February, the second bilateral exchange of views and information took place between the State Secretariat for Education, Research and Innovation (SERI) and the Austrian Federal Ministry of Science, Research and Economy (BMWFW). State Secretary Mauro Dell’Ambrogio led the Swiss delegation for the talks on developments and cooperation in higher education, research and innovation at the BMWFW. At the invitation of Reinhold Mitterlehner, vice chancellor and minister for science, research and economy, the meeting was followed by a working lunch.
Bern, Switzerland’s relations with the European Union (EU), international energy and climate policy, migration issues and current challenges in the field of peace and security: these were the focal points of President Doris Leuthard’s bilateral talks on the fringes of this year’s WEF Annual Meeting in Davos. The president held lengthy talks with over a dozen heads of state and government, and met Maroš Šefčovič, the vice president of the European Commission.

The Federal Council approved the 2016 Foreign Policy Report at its meeting on 11 January 2017. The report gives an overview of Swiss foreign policy and provides an account of Switzerland’s most important foreign policy activities in 2016, in particular in the areas of development cooperation, humanitarian aid and good offices. This year’s report contains a chapter focusing on Switzerland’s efforts to promote peace and development in the crisis regions stretching from Syria to the Sahel.

Appropriate economic conditions should enable Swiss companies to have better access to foreign markets, and to make use of new business opportunities emerging with digitalisation.

The opening of the Gotthard Base Tunnel, which was attended by all the heads of state of Switzerland’s neighbouring countries, drew considerable media attention abroad. International media coverage of Switzerland focused on topics that also attracted attention in other European countries: migration and Islam. Two popular votes also drew international media coverage about Switzerland: The ‘Implementation initiative’ and the ‘unconditional basic income initiative’. In 2016, a year marked by great international upheaval, Switzerland’s economic and political stability were presented in a positive light by the foreign press.

The Ministers responsible for space affairs from ESA Member States came together on 1-2 December 2016 to make important decisions, namely on the strategy to ensure Europe reinforces its excellence in space science and technology; maximising the integration of space into European society and on fostering a competitive European space sector. The meeting in Lucerne, the first one on Swiss territory, was also the occasion for Switzerland and Luxembourg to pass on the Ministerial Presidency to Spain.

On 1 December, President Johann N. Schneider-Ammann addressed the ministers of the 22 member states of the European Space Agency ESA and Canada in Lucerne. Switzerland has co-chaired ESA with Luxembourg since 2012. Spain will take over the chairmanship at the meeting in Lucerne.

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.
In a popular vote held on 30 November 2014, 74.1% of the Swiss people and all the cantons have rejected the popular initiative «Stop overpopulation – safeguard our natural environment» (Ecopop initiative).

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
