Projekt abgeschlossen

The project intends to create a Central Firearms Register (CFR) in the Czech Republic for a centralized registration and monitoring of movements of all civilian firearms on the territory of the CR. The project will contribute to the consolidation of the security situation and will allow the fulfilment of international obligations of the CR in this field.

Hintergrund

The EU legislation in the field of control of the acquisition and possession of weapons was amended after the signature of the United Nations Protocol on the illicit manufacturing of and trafficking in firearms, their parts and ammunition. The Czech Republic cannot fully comply to the new international obligations because its police operates information systems and records that contain only parts of all civilian firearms in the Czech Republic. The current non-uniform recording system and the inefficient and administratively intensive monitoring of the movements of firearms provide opportunities for illicit trafficking in firearms.

Ziele

The overall goal of the project is to improve the Czech Republic’s ability to combat illicit trafficking of firearms. It will improve the records on firearms and ammunition of manufacturers and sellers and it will shorten the time needed for addressing tasks linked to the illicit trafficking of firearms and ammunition.

Aktivitäten

The necessary government decrees for operating the CFR will be issued and a working group consisting of representatives of competent bodies and entities will be established. Tender documentation for the acquisition IT equipment will be prepared and in parallel new Software functionalities will be programmed. After testing the operability of the Software, existing data will be migrated and end-users trained to use the software.

Resultate

Erreichte Resultate:  

  • ICT Technology for the Central Firearms Register (CFR) installed and operational.
  • CFR Software after development implemented and used by 250 police staff and government employees, as well as by 300 entrepreneurs in the field of firearms and ammunition.
  • Existing data migrated into the CFR
  • CFR user and operational documentation developed
  • 11 staff and administrators for the CFR trained
  • 390 operators of Police of the Czech Republic (PCR) and 700 users outside PCR trained – a substantial increase from 30 police staff and 50 users outside PCR before.
  • All active firearm licence holders have access to the CFR.
  • The centralized software solution as compared to the previous paper-based system allows significantly easier monitoring of weapons and ammunition and decreased administrative errors in the area.
  • The CRZ system won a prize for best e-Government tool in the Czech republic in 2015.
