The assets in question were confiscated as part of criminal proceedings conducted by the public prosecutor's office of the Canton of Geneva. The decision issued by the latter provided for the assets to be returned to the population of Equatorial Guinea through a social programme.
The Federal Department of Foreign Affairs (FDFA) had been tasked with negotiating the terms of this programme through an international agreement. This agreement, approved by the Federal Council on 3 September 2025, was signed today in Bern by the director of the Directorate of International Law (DIL) of the FDFA, Franz Perrez, and the ambassador of Equatorial Guinea to Switzerland.
Specifically, the CHF 22.8 million will be allocated to a cooperation project in the healthcare sector aimed at improving the quality of and access to primary healthcare services for vulnerable peoples in four provinces of mainland Equatorial Guinea. The aim of this programme is to improve the health infrastructure (in particular by building a laboratory) and strengthen basic and continuing education and training for health workers. Switzerland and the Republic of Equatorial Guinea have agreed to collaborate with the Swiss Tropical and Public Health Institute to implement the project.
The agreement establishes a specific governance and monitoring system to provide a framework and promote the efficient implementation of the programme for the benefit of the population of Equatorial Guinea.
