Contexte A Revitalised Agreement for the Resolution of the Conflict in South Sudan (RARCSS) was signed in September 2018. Despite positive indications from the conflict parties to implement the agreement, the overall situation remains volatile. A dire humanitarian situation persist, with over 4.4 million severely food insecure and 4 million forcefully displaced. Civilian protection remains a matter of great concern; conflict parties have been accused of perpetrating continuous violations against civilians, including targeted killings, sexual assault, abductions, forced child recruitment and denial of freedom of movement. Humanitarians continue to face significant challenges including violent attacks and interference from authorities and armed actors. Localised conflicts, further disintegration of armed groups, the geographic spread of the conflict, and the economic crisis will likely continue to drive both context volatility and insecurity across the country.
Objectifs Improve the quality of the humanitarian response in South Sudan by strengthening the strategic planning and response coordination of the Protection Cluster through enhanced context analysis.
