CLIMANDES 2 - Servicios Climáticos con Énfasis en los Andes en Apoyo a las Decisiones

Progetto concluso

An indispensable cornerstone for achieving effective adaptation and reducing the impacts of climate variability is the availability of efficient and reliable climate services. On the basis of the achievements to date, the second phase of CLIMANDES will continue contributing to the development of the Global Framework for Climate Services (GFCS) in the Andean region. Improved climate services will support climate-smart decisions in the key economic agricultural sector, from which the poorest segments of the population and societies at large will be able to benefit.

Contesto

Decision-makers need to base their decisions on accurate climate knowledge and information. The Global Framework for Climate Services (GFCS) addresses many of the users’ needs in the water, disaster risk reduction, energy, health, agriculture and food security sectors. The GFCS intends to reduce society’s vulnerability to climate-related hazards and to promote the realization of the main global development goals through better provision of climate information. The need to collaborate and better explore linkages with the GFCS was also highlighted in the recently adopted Sendai Framework for Disaster Risk Reduction (SFDRR). GFCS twinning projects between National Meteorological and Hydrological Services (NMHSs) are key elements for further GFCS development. In this context, the national meteorological and hydrological services of Peru (SENAMHI) and Switzerland (MeteoSwiss) have become strong twinning partners.

Obiettivi

Climate services tailored to the needs of the users for the Andean Region improve socio-economic benefits for the agricultural sector and for society at large.

Gruppi target

The phase II of CLIMANDES will directly benefit political decision-makers and National Meteorological and Hydrological Services in Western Latin America. It will reach out to smallholder and subsistence farmers, and through combined direct and indirect channels, also the society as a whole.

Effetti a medio termine

Climate services for the agricultural sector tailored to the needs of the users improve socio-economic benefits in Peru and the wider Andean region,

Climatology-related professionals and students are able to develop high-quality climate services for Peru and the Andean region,

Political decision-makers are increasingly aware of the socio-economic benefits of SENAMHI’s sector-specific climate services and public policy-making is influenced in this way.

Risultati

Risultati principali attesi:

Socio-economic benefit studies, precipitation and drought monitoring, prototype seasonal forecast, an easily accessible information platform for the agricultural sector, systematization and diffusion of information at the regional level, regionalization of education, e-learning tools, refined stakeholder mappings, user-interface platform.

Risultati fasi precedenti:

The key achievements up to now include the strengthened WMO Regional Training Centre (RTC) that now counts with new science curricula and e-learning tools tailored to the specific needs of the Andean region. The professional skills of UNALM professors and SENAMHI staff were further improved. The national and regional roles of SENAMHI and the WMO RTC were reinforced. The GFCS twinning activities led to the implementation of enhanced data quality control and homogenization procedures as well as the provision of climate change indices. Political decision-makers have been better informed on climate trends. Communication channels with decision-makers and national media actors were successfully established.
