COL: Contribution to Colombia’s Humanitarian Fund led by UNOCHA


In Colombia, protracted armed conflicts, increasing impacts of climate change, intense migratory influxes, persistent high poverty rates, and limited institutional capacity in peripheral areas continue to drive humanitarian needs. In this context, the Colombia Humanitarian Fund, a multi-donor fund lead by the United Nations Office for Coordination of Humanitarian Affairs (UNOCHA), aims to provide targeted humanitarian responses to conflict affected people and migrants with the enhanced engagement of local actors and structures.

Contexto Colombia faces stark inequalities and persistent armed conflict in remote areas, despite the 2016 Peace Agreement. Increased extreme weather and migration have heightened humanitarian needs. As a middle-income nation with a committed government and active civil society, Colombia was chosen for the UN OCHA Flagship Initiative, a reform strategy to strengthen and foster locally-led humanitarian aid. This initiative emphasizes "localization," which entails empowering community organizations, local NGOs, and government agencies to lead emergency responses. The Colombian Humanitarian Pooled Fund will provide resources to build resilience and enable faster, more effective local-led responses.
Objetivos To promote timely response to humanitarian needs caused by conflict and natural disasters, advance localizationand support the objectives of the UNOCHA Flagship Initiative in Colombia.
Grupos destinarios Crises-affected local people and migrants in Colombia, particularly those who live in hard-to-reach areas, including indigenous and afro-Colombian communities, boys, girls and women.
Efectos a medio plazo At least 20’0001 persons reached in emergencies (HA_ARI_1), as a result of Swiss contribution to the Fund.
Resultados

Resultados previstos:  

Humanitarian responses are effective, timely, and coordinated ensuring that humanitarian actions are both rapid and well-targeted, and implemented by the best-positioned actors to respond.

Resilience and Innovation is stegthened as, humanitarian responses become more adaptable, sustainable, and aligned with the needs of affected populations.


Resultados de las fases anteriores:   This proposal covers a single phase. Lessons learnt and results from UN OCHA's past use of Country-Based Pooled Funds in Colombia inform the design of the Colombian Humanitarian Fund, which will exclusively fund local NGOs for rapid response to emergencies.

Coordinación con otros proyectos y actores The Colombia Humanitarian Fund synergizes with Multi-partner Trust Funds, supporting peace efforts and aligning with SDC's humanitarian planning in Colombia. The will be complementarity with SDC’s AICMA, MIRE+ and DRR programs.
