WASH and livelihoods contributing to durable solutions for vulnerable, displacement-affected women, men, girls, and boys in Diyala and Kirkuk, Iraq
To facilitate durable solutions for conflict-affected persons in Kirkuk and Diyala, Oxfam in partnership with national NGOs will meet urgent WASH and livelihood needs and at the same time strengthen community resilience and socio-economic development. This will be achieved through an area-based, cross-sectoral intervention that pairs the delivery of WASH and livelihood activities with capacity building, advocacy, and policy work with local authorities and community committees.

- Completion of nine water supply systems, reaching a total of 60’000 individuals. Water quality test results following completion of the rehabilitations show that water from all rehabilitated sites are within the drinking quality standards and contain no contamination
- Rehabilitation of water and sanitation infrastructures in six health facilities and two primary schools, reaching 94’000 individuals
- Oxfam and REACH collaborated with the Directorate of Water (DoW) to conduct a training on the development and use of Asset Management Plans (AMP). Following the training, AMPs were developed for each of the nine rehabilitated water supply systems (four in Kirkuk and five in Diyala)
- Peace building intervention amongst conflicting communities is critical to sustain any long-term goal

Contexte | Five years after the conclusion of large-scale military operations against the Islamic State of Iraq and the Levant (ISIL), the remaining 1.2 million Iraqi IDPs still face significant challenges to find durable solutions to their displacement. In addition, many of those who have returned continue to struggle with limited access to services and livelihoods, amid high levels of social and security tensions in areas of return. At the same time, the Durable Solutions (DS) Architecture and in particular the Area Based Coordination Groups (ABCs) will gain further importance by absorbing humanitarian coordination mechanisms after the humanitarian cluster de-activation by the end of 2022. |
Objectifs | Supporting displacement-affected communities to move towards Durable Solutions through improved, inclusive, and sustained access to WASH services and livelihood opportunities in Diyala and Kirkuk. |
Groupes cibles | The project will target conflict-affected men, women, boys and girls in Diyala (Muqdadiya and Khanaqin Districts) and Kirkuk (Hawija and Daquq Districts) including Internally Displaced Persons (IDPs) (5%), returnees (73%) and host communities (22%). In total, the project will reach 36’000 beneficiaries in Kirkuk and 45’000 beneficiaries in Diyala. In addition, Oxfam will provide capacity building for DoW, local NGOs and community committees. |

Outcome 1 (WASH): Increased and equitable use of potable water and sanitation facilities for 64’000 conflict-affected people including IDPs, returnees, and host community members. Outcome 2: (Livelihoods): 485 marginalized and conflict-affected women and men (51% female) have improved access to income to contribute to DS. Outcome 3: (Institutional Capacity Building): Governorate-level community and state (DoW) actors have increased thematic and organisational capacity to ensure provision of quality services, in line with humanitarian principles and the DS Framework. |
Résultats |
Principaux résultats attendus: Output 1.1: 64’000 conflict-affected people have sustainable access to safe drinking water through rehabilitation/ upgrading of existing water supply systems. Output 2.2: 120 conflict-affected people benefit from asset replacement, agriculture/livestock, and small business grants. Output 3.2: 2 local government institutions have improved capacity to plan, implement and sustainably manage WASH services, through provision of tools, equipment and various training events.
