Enhancing security coordination and local contextual understanding to increase humanitarian access

This project aims at enhancing security coordination and local contextual understanding to increase humanitarian access to insecure locations both inside and outside of Protection of Civilian (PoC) sites. Through enhanced understanding of the context, operational threats can be better mitigated by NGOs, facilitating scale-up of programme and service delivery to the affected population in South Sudan’s Upper Nile and Unity States.

Hintergrund The humanitarian environment and operating conditions for both national and international NGOs continue to reflect the complex political milieu and deteriorating socio-economic conditions across the country. With the continuation of severe food insecurity, protection violations, the fragmentation of armed groups along political and ethnic lines and the proliferation of arms, the maintenance of aid corridors and neutral humanitarian spaces, in which NGOs can operate, is increasingly precarious and liable to shrinkage. The ongoing context assessment and analysis that the NGO Safety Advisors provide, serves an essential function in informing NGO decision-making – protecting NGO staff through effective risk mitigation measures.

  • Safety and Security coordination networks maintained in Malakal, Bentiu and Maban.
  • Analysis & advisory and information provided to the humanitarian, diplomatic and donor community.
  • NGOs and DRCs internal safety capacity strengthened.


Resultate von früheren Phasen:   The Safety Adviser Programme has improved humanitarian access to affected populations in Unity and Upper Nile States. It has provided NGOs with a responsibility of Duty of Care for their staff, and the NGO community has specifically requested for the continuation of the programme.
